Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 613, has a requirement to determine cavitations erosion resistance of coatings that are being considered for potential use as LCAC lift fan blade coatings. NSWCCD intends to negotiate a non-competitive procurement with Dynaflow Inc. (DynaFlow), located in Jessup, MD to provide specialized technical services to support its research and development efforts through conduct of preliminary small scale testing, visualizations, investigation of cavitations erosion issues, development of measurement techniques, and comparison of cavitations erosion resistance characteristics of selected coatings. Dynaflow's expertise in cavitations erosion testing and characterizations as well as the equipment available are unique. DynaFlow has a suitable experimental test assembly, complete with high speed video equipment, intended to test the type of phenomena of interest to NSWCCD. Dr. Georges Chahine is the principal investigator for this work and has extensive experience in cavitations erosion testing, flow visualization and numerical analysis. Current research indicates that DynaFlow, Inc. has developed an alternative cavitations erosion test method for testing a material for erosion resistance. The cavitations generated by a cavitating jet provides realistic cavitations bubble clouds with distribution of various size micro bubbles, shear flows with vortices, and hemi-spherical bubble clouds around the test sample. The cavitating jet is also flexible that any sample shapes can be used as long as the size and weight are in a manageable range. The method is faster than the ASTM G-32-98, a standard test method for cavitations erosion using vibratory apparatus. DynaFlow will support NSWCCD's research and development efforts through conduct of erosion testing using cavitations jets for several coatings intended to be put on LCAC lift fan blades. The results are to be presented in terms of damage versus time. For comparative purposes, the results are also presented in removal rates per energy spent. All responsible sour ces submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
