Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to procure integrated modeling and simulation (M&S) and Battle Lab support for the U.S. Joint Forces Command (USJFCOM). The USJFCOM requires support to design, execute, and assess plans, applications, processes and events in the C4ISR field with an emphasis on the use of M&S in an expanded Live, Virtual and Constructive (LVC) environment. Support is required to test, demonstrate and evaluate a variety of simulation concepts, serve as a cost efficient method of site certification, event coordination, criteria evaluation and to provide an independent analysis of applications and tools. Support is required during the period from 1 February 2008 through 31 January 2010 with two (2) option periods that will also be two (2) years each. It is intended to procure the required support on a sole source basis from Old Dominion University Research Foundation (ODURF) pursuant to Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. ODURF is the only source with a Battle Lab and M&S program for command and control programs that parallels the needs of the USJFCOM. ODURF is the only source that supports the integration of LVC simulations for C4 applications and that possesses all of the major military models needed by the USJFCOM M&S support requirements. ODURF is the only source with the requisite resident expertise related to the integration of LVC simulations into Joint Command and Control. ODURF has the capability to host a persistent version of USJFCOM's Joint Federation that can directly and continuously support the ongoing integration of simulation federates and underpin the joint training and experimentation mission of the USJFCOM. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for proposals. However, the Government will consider information received within forty-five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541511 and the small business size standard is $23,000,000.00. Numbered notes 22 and 26 apply.
