- SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for engineering support services for Network Security Systems (NSS), including the Unclassified Trusted Network (UTN) Protection Policy and network security systems located at UARNOC, ECRNOC, IORNOC, and Remote Operation Centers (ROC) that provide Classified and Unclassified connectivity to the Defense Information System Network (DISN). These Information Assurance (IA) related tasks support Enterprise Knowledge and Awareness of Navy and Department of Defense policies, procedures, and directives. Tasks will include: policy development; risk assessment; product evaluation and recommendation; legacy application support, firewall support, and IA technical consulting services. A DRAFT Statement of Work (SOW) is included as Attachment (1). Comments and questions regarding the draft SOW should be e-mailed to Donna Johnson at donna.johnson@navy.mil no later than 5 Sep 2007. The subject procurement is being solicited as a 100% small business set-aside procurement. The Government intends to make a single award of an Indefinite Delivery/Indefinite Quantity Cost Plus Fixed Fee performance-based type service contract. Award will be made on a best value basis, considering cost, corporate experience, past performance, and other factors. The period of performance will be a base year with four (4) one-year option periods. The applicable NAICS code is 541330 with a size standard of $25 million. It is anticipated that the solicitation will be available on or about 14 Sep 2007 on the SPAWAR E-Commerce Website: https://e-commerce.spawar.navy.mil. Each offeror is responsible for monitoring this site for the release of the solicitation and any related amendments, and subsequently downloading their own copy of the solicitation and applicable documents. All responsible sources may submit a proposal, which shall be considered by the agency in response to this solicitation. Prospective offerors are required to supply the name and address of their company; a point of contact name; e-mail address; and telephone number with their proposal. On-line RFP's are available 24 hours a day, seven days a week. No paper copies will be issued. No telephone inquiries for the RFP will be honored. It is the responsibility of the recipient of this solicitation to ensure that it and subsequent amendments have been received from the Internet in their entirety.
