Description
NASA/DFRC has a requirement for Digital Video Systems Study. The Abort Flight Test of the Orion Command Module has the need to acquire high-rate video images in flight to assess the deployment of various parachute systems for stabilizing the capsule flight and for recovering the capsule at an acceptable rate. [SPECIFICATIONS] A study is envisioned to determine what imaging capability is possible from incorporating state-of-the-art technology to upgrade an existing Ecliptic Enterprises flight imaging system. The most important additional features are (1) the ability to capture high frame rate images at 200 frames per second and (2) to subsequently compress the video data stream so that it can be telemetered to a ground station within the available telemetry data bandwidth. If the results from this study predict that the enhanced system will meet the AFT requirements, a prototype flight system will be built for evaluation. [SOLE SOURCE EXPLANATION] Ecliptic Enterprises Incorporated manufactures video imaging equipment designed for use in aerospace flight applications within the atmosphere and in space. The hardware is ruggedly fabricated to operate and survive in the extreme flight environments. The video imaging equipment is fabricated to interface with avionics equipment on the flight vehicle to synchronize timing and processing of video images that has proven to be an effective approach that is easy to use and configure for special situations. If other sources were used, the experience and design background that Ecliptic brings to the work would be lost and system designs would need to be re-engineered at an unacceptable cost in time and resources that the program cannot afford [FOLLOW-UP AND LEGAL] The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 6, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. ?A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
