- The U.S. Department of Energy, Idaho Operations Office (DOE-ID), intends to award a sole-source contract for research and development to ANSTO, Inc, in accordance with FAR Part 15 and pursuant to FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements), under the authority of 10 U.S.C. 2304??(1) or 41 U.S.C. 253??(1). The estimated cost of this acquisition is $4,950,000. This purpose of this acquisition is to establish a Research and Development (R&D) provider for a technical evaluation of the hot isostatic pressing (HIP) as a potentially competent, deployable, and economically viable technology to address various wastes as part of DOE???s Environmental Management mission. ANSTO has developed and holds data rights to unique HIP waste form technology needed for this R&D demonstration project; ANSTO, Inc., the US subsidiary of ANSTO, has exclusive rights to ANSTO???s proprietary waste form technology. This three-year project will demonstrate the risk reduction benefits that tailored waste forms and flexible HIP technology can provide to the DOE Idaho Cleanup Campaign. The project will address the following areas: ??? Technical and regulatory risks of tailored ceramic, glass-ceramic and metal encapsulated waste forms produced via hot-isostatic pressing (HIP). Waste form performance will be base-lined, where appropriate, against borosilicate glass in terms of Waste Acceptance System Requirements (WASRD) and Waste Acceptance Product Specifications for vitrified high-level waste forms (WAPS) performance criteria. ??? Scalability and reproducibility of waste forms for Idaho calcines will be evaluated ??? Technical demonstration will be performed using a hot-cell HIP facility at the Idaho National Laboratory (INL) ??? Process flow sheets and scaled demonstration showing the applicability of HIP technology to a broad range of target Idaho wastes, with primary focus on aluminium (Al) and zirconium (Zr) calcines ??? Safety, industrial maturity, flexibility, nuclear application, and production scale deployment of HIP technology ??? Preliminary estimate of projected costs for technology deployment for treatment/compaction of Idaho calcined HLW ??? Proof-of-concept demonstrations of the risk reduction benefits of tailored waste forms and the flexibility of HIP technology for waste streams other than calcine to support DOE Idaho Cleanup Program (ICP) ??? Target waste simulates for the proof-of-concept demonstrations to include: Al and Zr calcine, steam reformed SBW (both mineralized and carbonate forms), corroded fuel pins/rods, fuel basin sludge, impure actinide residues, higher-purity actinide feeds, cesium and strontium wastes and technetium THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY DOE TO PAY FOR ANY COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS NOTIFICATION. NO SOLICIATION DOCUMENT IS AVAILABLE. However, any firm that believes it can meet the requirements may provide a written, narrative statement of capability prior to the response due date of October 9, 2007. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the award to ANSTO, Inc, without publishing a solicitation. Responses are due by October 9, 2007, 5:00 p.m. (MDT).
