- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 07L608010 is issued as a request for quotation (RFQ). The solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-19. No set aside applies to this solicitation. The North American Industry Classification System (NAICS) code is 518210; size standard $23, 000,000. (The Subscription Periods for the Fax Imaging Subscription shall coincide with the Monster Government Solutions (MGS) Hiring Management System (HMS) Subscription Periods in Delivery Order HHSP23320060003G, GS02F0010P). Base Period, September 30, 2007 through September 30, 2007 shall include: CLIN 1, Fax Imaging Subscription for MGS Hiring Management System for the 5 HHS HR Centers based on a total of 200 concurrent users. CLIN 1, One Time Set Up Fee for Fax Imaging for MGS Hiring Management System at HHS HR Centers; Quantity 5 each. Option Period 1, October 1, 2007 through September 30, 2008 shall include: CLIN 1 Fax Imaging Subscription for MGS Hiring Management System for the 5 HHS HR Centers based on a total of 200 concurrent users. All commercial provisions and FAR clauses referenced in this solicitation are available in full text at the following website location: http://www.arnet.gov/far/. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items (SEPT 2006), excluding the requirement under (b)(10) applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforms to the exact Fax Imaging Subscription listed above and is the lowest price. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items (AUG 2007), with their offeror. The clause at 52.212-4, Contract Terms and Conditions Commercial Items (FEB 2007), applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Require to Implement Statutes or Executive Orders Commercial Items (AUG 2007), applies to this acquisition. Brand Name Justification: The Government knows of no other source other than Monster Government Solutions (MGS), Inc., 8280 Greensboro Drive, Suite 900, McLean, VA 22102 that can provide Fax Imaging Services for their Hiring Management System Subscription with MGS (Delivery Order HHSP233200400003G, GSA Contract GS02F0010P). This requirement has been justified for other than full and open competition in a accordance with FAR 6.302-1(a)(2)(ii), MGS offers fax imaging services (OPEN MARKET) to their Hiring Management System clients to facilitate the collection of supporting applicant documentation (College Transcripts, Veterans Preference, SF-50s, etc.). MGS charges a subscription fee for this service and does not charge for individual faxes received. As an Application Service Provider (ASP), MGS owns and maintains all of the fax imaging hardware and software in their Hosting Facility. MGS is also responsible for the telecommunications infrastructure necessary to provide the fax imaging services. The fax imaging solution used by MGS is proprietary and is the only solution that has been tested, implemented and is fully integrated with their Hiring Management System. MGS does not allow for Government Furnished Equipment to be installed into their Hosting Facility for the purposes of providing fax documentation services.
