- The U.S. Army CECOM Life Cycle Management Command plans to negotiate a sole-source acquisition with DRS-Mobile Environmental Systems (DRS-MES) for new hardware spares and contractor depot level repairs part of AN/TPQ-37 FIREFINDER Radar system. The FIREFINDER Radar is a mobile, phased array radar system that automatically locates hostile mortar and artillery projectiles. The resultant contract type will be a five (5) year, Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract wi th a ceiling of $23M. The requirements will include spares of seven hardware items: NSN 4320-01-523-0756 Pumping Repair Kit, P/N T51P, NSN 4320-01-523-0780 Motor Repair Kit, P/N T52M, NSN 4320-01-523-5972 Pumping Repair Kit, P/N T35P, NSN 4320-01-523-597 7 Motor Repair Kit, P/N T35M, NSN 5999-01-418-5970 Electrical Fluid Cooler, P/N LA-35-154 Block 1, NSN 4610-01-536-0573 Water Purification Filter, P/N 154-310-63, NSN 6695-01-535-3282 Fluid Pump Controller, P/N 154-327-44M1 and repairs of the NSN 5999-01-4 18-5970 Electrical Fluid Cooler, P/N LA-35-154 Block 1. All of these items support the maintenance and repair of the Pump Motor Assembly, part of the cooling system for the transmitter in the AN/TPQ-37. The Pump Motor Assembly performs coolant circulatio n in the radar system and needs replacement repair kits and associated items (Cooler and Filters) for the pump motor. The Pump Motor Assemblys cooling function is critical to the operation of the AN/TPQ-37 FIREFINDER. It has been determined that DRS-MES is the only one responsible source under the statutory authority for other than full and open competition is 10 U.S.C. 2304 (c) (1); Only One Responsible Source. DRS-MES is the only source capable of meeting the Governments requirements, as it is the on ly source that possesses the technical data for production or repair. This technical data is proprietary to DRS-MES. The solicitation will be issued on or around 12 September 2007. The Solicitation number will be W15P7T-07-R-W606.
