- Contractor: Clark Group, LLC 503 2nd St NE Washington DC 20002-4937 Description: The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the require ment or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. Interested companies shall respon d to this notice by providing the following information: 1) Company Name, 2) Address, 3) Point of Contact information with telephone number and email address, 4) Cage Code, 5) Capabilities information/statement showing that the company has the ability to f ulfill the Government requirement as described herein. The contractor shall be able to comply with all requirements described herein to be considered capable. This notice of intent to award a sole source is NOT a request for competitive proposals. The NAICS code is 541620. The size standard is $6.575 million. The purpose of this task order is to finalize the concept, structure and language that is proposed to replace the current contents of the Federal Emergency Management Agencys (FEMA) regulations for Environmental Consideration found in 44 CFR Part 10 initiated under W9126G-06-P-0679. The proposed regulation is to be structured to primarily address the u nique emergency and disaster response mission of the agency and broaden from just addressing National Environmental Policy Act (NEPA) considering the full range of laws and executive orders which comprise FEMAs environmental review process. The resulting regulation will be consistent with the Department of Homeland Security (DHS) Management Directive 5100.1. Once the solicitation is released, to be eligible to receive a Government contract award, a firm must be registered in the DoD Central Contractor Re gistration (CCR). A determination by the Government not to compete this proposed contra ct based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide sub mittals must submit detailed information indicating their ability to meet the Governments requirements.
