- NOTE: Contractors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, in order to download specification and drawings contractors and their subcontractors must register at Federal Technical Data Systems (FedTeDS) at www.fedteds.gov. In order to locate the solicitation Contractors can go to FedBizOpps and search for the solicitation number at www.fedbizopps.gov. Description of work: Design, site preparation and construction of a 66,629 SF aircraft component repair facility. Construction will include: Concrete foundation and floor slab, structural steel-frame and masonry walls with metal roof system. Includes HVA C, utilities and metering, concrete slab for storage yard with fence, lightning protection, fire protection, infrastructure to support user equipment, and all other necessary support. Demolish 3 facilities, approximately 26,500 SF. Comply with DoD Force Pr otection requirements as per unified facilities criteria. Air Conditioning: 175 Tons. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. FACTOR 1-1: OFFEROR PAST PERFORMANCE: This factor is equal in importance to Factor 1-2, more important than Factor 1-3. FACTOR 1-2: CORPORATE RELEVANT SPECIALIZED EXPERIENCE: This factor is equal in importance to Factor 1-1, more important than Factor 1-3. FACTOR 1-3: TECHNICAL APPROACH NARRATIVE: FACTORS 1-1, 1-2 and 1-3 together are less important than FACTORS 2-1, 2-2 and 2-3 together. FACTOR 2-1: BUILDING FUNCTION AND AESTHETICS: This factor is equal in importance to Factor 2-2 and more important than Factor 2-3. FACTOR 2-2: SUSTAINABLE DESIGN: This factor is equal in importance to Factor 2-1 and more important than Factor 2-3. FACTOR 2-3: MANAGEMENT EFFECTIVENESS: This project will be solicited and procured using a Two Phase Design Build Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 36.3. No more than five (5) Offerors will be invited to participate in Phase Two. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offers are reminded that while government may elect to consider data obtained from other sources, the burden of pro of of acceptability rest with the Offeror. Options may be included. The anticipated cost range is $10,000,000.00 to $15,000,000.00. Network Analysis will be required. This solicitation will be issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be issued in electronic format only. Phase 1 will be available on or about 14 Sep tember 2007 and Phase 2 will be available on or about 9 November 2007. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
