- The U.S. Department of Energy (DOE), Office of Small and Disadvantaged Business Utilization (OSDBU)(ED) intends to award a modification in the amount of $125,000.00 to GSA Schedule Task Order DE-AT01-06ED80700 with AMS Consulting Group (formerly Alliance Management Systems, Inc.) of Silver Spring, Maryland. This action is for additional effort and a one-year extension to the performance period, which will now conclude September 30, 2008; the initial award was March 31, 2006. The extension will increase the Task Order Not-to-Exceed Ceiling from $97,470.20 to $222,470.20. The additional effort will involve analyzing General Accountability Office (GAO) surveys and Forecast surveys, including reporting of recommendations to the OSDBU related to DOE???s small business subcontracting programs. Tasks include attending meetings, reviewing and assisting OSDBU in developing questionnaires for distribution and completion by DOE contracting/procurement activities; compiling and analyzing the data. AMS will also provide subcontracting plan reviews, develop model subcontracting plans, identify new and current requirements which can be performed by small businesses at the prime or subcontracting level. This extension is due to AMS??? familiarity with the DOE business/procurement model (i.e., the network of facilities and laboratories managed and operated by major prime contractors, including universities) and its extensive experience in supporting both OSDBU and the numerous DOE facility management contractors in past reviews of their subcontracting programs, and in application of small business laws and regulations to the DOE organizational structure, and is able to perform the necessary reviews and analyses to meet extremely tight reporting OSDBU deadlines. This existing knowledge and experience capability is critical to OSDBU compliance with agency reporting requirements.
