Description
Modification to Sole Source Notice 000HJAA4-2007-44825 The notice is modified as follows: This is a notice of intent for a sole-source (i.e. non-competitive) acquisition. Accordingly, the Center for Disease Control and Prevention (CDC) intends to purchase from the Deaf Wellness Center, University of Rochester Medical Center (DWC-URMC), Rochester, NY services to produce multimedia health communication products in American Sign Language (ASL) in accordance with the attached statement of work (SOW). This notice is not a solicitation and thus formal proposals or quotes are neither required nor requested. The authority for this sole-source acquisition is FAR 13.106-1(b). FAR Part 13 applies to this acquisition ? however, FAR Part 13.5 does not apply as the estimated dollar value of this acquisition does not exceed the simplified acquisition threshold. The government intends to solicit this requirement from DWC?URMC because it is the only source that meets each of the following 13 qualifications, skills, and experience: 1. Project management staff and product creation staff who are all bilingual in English and ASL 2. Project management staff and product creation staff that include bilingual medical professionals knowledgeable about the subject matter contained in the source documents 3. Extensive experience in the process of creation, translation, and adaptation of health education materials for Deaf audiences, and at least three examples of that work available for review 4. Extensive knowledge of Deaf culture 5. Evidence of involvement and participation in the life of the Deaf community 6. Deaf healthcare experience 7. Knowledge and ability to recruit and hire Deaf actors 8. Production personnel with experience in working with Deaf actors 9. Voice talent that is bilingual in ASL and English 10. Expertise in production of multimedia products that can be posted on the Internet 11. Expertise in production of multimedia products designed for people who are deaf 12. Ability to convene an expert panel of people bilingual in English and ASL who have sufficient medical knowledge to compare the source material to the products, evaluate the products for learning point inclusion, and assess the products for goodness of fit for a general Deaf audience 13. The requirement continues previous work and as such the government requires product consistency (e.g. presentation, content, style etc.). Offerors interested in this requirement shall submit a written response to the contracting officer that demonstrates their qualifications, skills, and experience in each of the 13 areas identified above. Responses must be received not later than 4:30pm ET, by the modified response due date (September 04, 2007). Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the government not to compete this acquisition on a full and open competitive basis, based upon the responses to this notice, is solely within the discretion of the government. Respondents assume all financial costs for responding to this notice and the government assumes no such financial obligation.
