Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 611430, identified as FDA-SOL-07-00325, is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. This is a total small, woman-owned business set-aside. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. Hard copies will be provided to individuals eligible under the Americans with Disabilities Act and Rehabilitation Act upon request. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. STATEMENT OF WORK: The Center's post market transformation efforts have resulted in the decision to move to a post market matrix organization, intended to facilitate greater information sharing and richer collaboration across the Center which will overlay *horizontal*, product-focused Networks on existing *vertical* functional Offices. The matrix calls for establishing product-based Networks that will include all of the products the Center regulates, plus several over-arching groups covering cross-cutting science and regulatory issues. Each Network will have a Network Leader and will be managed from the Center Director's office by an Associate Center Director. This retreat will focus on OCER managers and how the Office will fit into the networks of the new matrix organization. This will also facilitate discussion to determine the knowledge, skills and abilities required of the networks, the number of network liaisons OCER will have, as well as to determine which functions should be a part of the new matrix. TASKS: Consultant with collaborate with Director, OCER, to develop a two-day retreat for OCER managers. Consultant will submit a draft design to the Director, OCER, for input and approval. Consultant will develop participant materials for the retreat and submit an original for duplication by CDRH/OCER. Consultant will attend pre-meeting with Director, OCER and immediate staff. Consultant will facilitate the two-day retreat. PERIOD OF PERFORMANCE: September 28, 2007 through January 31, 2008. EVALUATION: Contractor must be familiar with the scientific, medical device review and regulatory environment, including post market transformation effort. Offerors are advised that award will be made to that offeror whose quotation provides the combination of features that offers the best or greatest overall value to the Government. The Government is more concerned with obtaining performance capability superiority rather than lowest overall cost. However, the Government will not make an award at a significantly higher overall cost to the Government to achieve only slightly superior performance. Overall cost to the Government may become the ultimate determining factor for award of a contract as quotations become more equal based on the other factors. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. ANTICIPATED AWARD DATE: The anticipated award date is September 17, 2007; however, all dates in this announcement are subject to change. PROVISIONS and CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. The following agenda has been attached to this provision: None. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items.
