- The Federal Aviation Administration (FAA) has a requirement for design, integration and implementation support for the Security Systems Design and Integration (SSDI) contract in support of the Facility Security Risk Management (FSRM) Program. The base period of performance ends September 30, 2009 with three, two-year option periods. The contract will be awarded on a full and open competitive basis. The FAA will award a single contract resulting from this Screening Information Request (SIR). Written questions or comments must be submitted to the FAA no later than 2:00 pm EST on September 4, 2007. E-email messages (bill.willenbring@faa.gov) are preferred, but facsimile messages can be sent to (202) 267-8645. Please not that questions will not be accepted by telephone. Questions and Answers that clarify SIR details may be provided to all Offerors; however, the source of questions will not be identified. SIR Number DTFAWA-07-R-00027 is attached for review. The minimum experience qualifications in Section L are mandatory. There are five (5) files that contain Security Sensitive Information (SSI) and must be treated appropriately. The five files are: Section C, Attachment J-1, Attachment J-15, Attachment J-16, and Attachment J-18. FAA AMS Clauses 3.14-2 and 3.14-5 are applicable. The full text of the applicable AMS clauses is available in Section H. The processes for control of SSI documents are contained in the attached Document Security Notice (DSN) and must be followed. The DSN takes the place of the previously required non disclosure statement. The SSI files are only available though the Federal Technical Data Solutions (FedTeDS.gov) website. Vendors must be registered on the Central Contractor Registration site and FedTeDS in order to download SSI files. The Offeror's completed proposal must be submitted no later than 2:00 P.M. local time on October 2, 2007. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. If an amendment is issued and the Offeror does not acknowledge it, the Offeror may be considered nonresponsive to the solicitation. All amendments must be acknowledged. The FAA will not be liable for any costs associated with the preparation of responses to the RFO, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement.
