Description
This solicitation is UNRESTRICTED for commercial items prepared in accordance with the subpart in Federal Acquisition Regulation 12, and Veterans Administration Acquisition Regulations as supplemented with additional information included in this notice. Solicitation number RFQ 673-105-07 applies and is issued as a request for quotations. The North American Industry Classification Systems (NAICS) code is 334516, size standard 500 employees. The James A. Haley Veterans Hospital (JAHVH) intends to procure three (3) Federal Drug Administration (FDA) approved, real time Polymerase Chain Reaction (PCR) analyzer systems for testing Methicillin-Resistant Staphlococcus Aureus (MRSA), Cepheid GeneXpert XVI-16, Brand Name or Equal, 1 each for each of the following locations: James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd., Tampa, FL 33612, Gainesville VAMC, Malcom Randall Medical Center, 1601 SW Archer Road, Gainesville, FL 32608, and Lake City VAMC, 619 South Marion Ave., Lake City, FL 32025. Salient physical, functions or performance characteristics include, but not limited to, (1) The analyzer shall be FDA approved. (2) The analyzer shall be a real time analyzer with a Turn Around Time (TAT) of 2 hours of sample receipt. (3) The analyzer shall be a closed, self-contained, fully-integrated automated platform. (4) The analyzer shall combine on-board sample preparation with real-time PCR amplification and detection functions. (5) The system must allow for random access capability for additional samples. (6) The analyzer must be able to be performed by a general medical technologist after minimum training and validation. There should be no requirement for a molecular trained technologist to operate the analyzer or to perform the test. All Offerors offering other than a Cepheid GeneXpert XVI-16 shall submit Descriptive Literature, Technical Features,Warranty Provisions as part of a separate Technical Proposal with their offer in support of the solicitation's Evaluation Factors for evaluation purposes or the offer will be determined non-responsive and rejected. All proposals are to be submitted by hard copy to the designated office by COB September 7, 2007. ELECTRONIC VERSIONS OF PROPOSALS ARE NOT ACCEPTABLE.
