Description
This synopsis revises the pre-solicitation notice issued on 14 Aug 2007 for Intersystems Cache Products and Services, RFP # VA-200-07-RP-0053. Coincident with this synopsis is the issuance of revised solicitation VA-200-07-RP-0053 01, which was posted 27 Aug 2007. The due date for offers has been extended until 12:00 PM CST, 31 Aug 2007. The Contractor is required to provide the software, media, software license, and software maintenance/upgrade and technical support services for Intersystems Cache. The license type is Department of Veterans Affairs 30-year term Enterprise license (purchased via Contract V200P-1735). Software maintenance includes periodic updates, enhancements and corrections to the software, and reasonable technical support, all of which are customarily provided by the Contractor to its customers. Distribution of maintenance copies shall be accomplished by using an appropriate magnetic, electronic or printed media. The VA owns approximately 138000 licenses of Cache, of which 45000 were converted to a platform independent Enterprise license in FY 2007 under contract V200P-1735. For the remaining 90000 that require conversion, the VA is contemplating BRAND NAME OR EQUAL product description--this description would also apply to any expansion of the VA license inventory. Specifically, the VA requires brand name or equal to the Intersystems Cache product. Salient characteristics are the product must operate on the VMS operating system, fully support the M (MUMPS) programming language, and provide both object projection as well as hierarchical access to data. It must also support multiple co-existent database instances on a single cluster as well as provide database access via ECP (or equal) to other system instances either on the same or dissimilar operating platforms. Specific line item requirements are Intersystems Cache license conversion of remaining 90000 licenses as above, annual maintenance and technical support for all Cache license inventory, expansion or true-up modification of license inventory, and associated training services. This is a total Veteran Owned Small Business set-aside in accordance with Public Law 109-461. The revised solicitation number is VA-200-07-RP-0053 01, and it's issued as a commercial RFP in accordance with FAR parts 12 and 15. Contract type is fixed price indefinite delivery indefinite quantity with base and 4 option years (FAR Clause 52.217-9 is included). A clause that would allow up to an additional 6 month extension beyond the 4 option years is also included (FAR Clause 52.217-8). Contractors providing offers for Intersystem products and services must have a reseller agreement with Intersystems. The applicable NAICS codes are 423430 (Computer and Computer Peripheral Equipment and Software Merchant Wholesalers), 541519 (other computer related services), and 611420 (Computer Training). The Contracting Officer conducted market research and is not aware of any products in the commercial market place that meet or exceed the salient characteristics of Intersystems Cache. Though the solicitation due date is 31 Aug 2007; the Contracting Officer would be open to answer any questions or concerns regarding the brand name or equal product description up until 7 Sep 2007.
