- This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice and FAR 13.5 Test Procedures. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This synopsis/solicitation reference number is F1M3E37207AG02 and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18, effective 30 June 2007 and Class Deviation 2005-0001. (iv) This acquisition is solicited as a 100% set-aside for Small Business Concerns. The associated NAICS Code is 221310 with a $6.5 Million Size Standard. (v) The contractor shall provide all labor, parts, materials, equipment, and transportation necessary to design, furnish and install a new Irrigation System located at the Main Gate, Dorchester Road, at Charleston AFB SC. NOTE:Attachments e.g. Statement of Work, Price Schedule and Map showing the location of the backflow valve will be posted as attachements under Reference Number F1M3E37207AG02. (vi) Contractors shall submit their quote in accordance with the price schedule (RFQ). All responsible offerors are highly encouraged to attend the site visit on 5 September 2007 at 10:00 a.m. EST. Offerors will report to the Dorchester Gate, Visitor Control Center, located at Dorchester Road and Hill Blvd., Charleston AFB SC. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers. (1) Past Performance, and (2) Price. NOTE: PAST PERFORMANCE IS SIGNIFICANTLY MORE IMPORTANT THAN PRICE. If the lowest priced evaluated offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers; Offerors shall provide a minimum of 3 references of their most recent, similar, and relevant projects. (Recent within the last 3 years).
