Description
The Bureau of Indian Affairs, Division of Transportation intends to award a sole source acquisition, in accordance with FAR 6.302-1(2) (i) (A) to: Great Lakes Inter-Tribal Council (GLITC) P.O. Box 9 Lac Du Flambeau, WI 54538-009 Physical Address: 2932 Hwy. 47 North Lac Du Flambeau, WI 54538-009 The Bureau of Indian Affairs, Division of Transportation (BIADOT) has the authority to provide technical assistance and training in the areas of transportation, transportation planning, recreational travel and tourism under the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), Sec. 6004 Education and Training Program. This provided for the establishment of the Tribal Technical Assistance Program (TTAP) under the Federal Highway Administration?s Local Technical Assistance Program (LTAP). This section of ISTEA also provides for the use of the BIADOT administrative funds associated with the Indian Reservation Roads program (IRR) to finance these efforts. ISTEA is considered an economic stimulus package designed to enhance the National Highway System, with the goal of stimulating U.S. tourism. The role and participation of American Indian Tribes in ISTEA also changed the way Tribal Governments had been involved in the planning and development of their transportation infrastructure. As such, the BIA recognized that there was a great need for technical assistance and training to bring Tribal Governments to a level, to effectively take advantage of possible opportunities. BIA lends its support by coordinating resources, and participating in projects and initiatives of the Federal Government related to recreational travel and tourism. The BIA has participated in Memoranda of Understanding through the Department of Interior?s initiatives to support the inclusion of Federal and Tribal lands in forums where the tourism industry has sought to enhance their share of the market, by promoting and including Federal and Tribal partners in their state and regional efforts. The American Indian Alaska Native Tourism Association (AIANTA) was established to help produce conferences focusing on tourism programs and professionals. In February 2006, the Secretary, Department of the Interior, identified AIANTA as the organization the Federal Government works with to support American Indian tourism development. The administration of AIANTA has been managed by a volunteer Board of Directors, contracting with the Great Lakes Inter-Tribal Council (GLITC) as fiduciary. The BIA and other Federal agencies provide funds to AIANTA and the American Indian Tourism Conference through GLITC as they are an established 501(c) 3. At this time the BIADOT is able to offer AIANTA funding to help with the establishment of an office and Executive Director. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No formal solicitation shall be issued.
