Description
This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis with Chelton, Inc., 1955 Lakeway Drive, Suite 200, Lewisville, TX 75057-6425. In accordance with FAR 6.302-1, Chelton, Inc., is the only known source capable of satisfying the Government's minimum requirement The contract type is anticipated to be a Firm Fixed Price type contract in accordance with FAR Part 15. The Contract Line Item Numbers and descriptions are: CLIN 0001 - P/N GD1813P66 V/UHF Antenna (192 each) to include shipping if any. This project requires multi-band antennas for VHF/UHF Line of Sight (LOS) transmission and reception to work in conjunction with fielded AN/PSC-5D and AN/PRC-117F radios. This project has an ongoing requirement for a high performance, broadband, mobile U/VHF antenna that meets the following salient characteristics: capable of spring mounted parasitically excited sleeve monopole UHF band with a whip element primarily for use with VHF, 30-512 MHz; an impedance of 50 Ohms (nominal); a radiation of azimuth-essentially omni-directional (nominal); BNC female connectors; RF Power with a minimum of 50 watts (cw) maximum; a maximum weight of 7.9 lbs and height of 39.6"; and meets the environmental requirements of MIL-STD-810E. Continued procurement of these antennas is required to maintain the configuration management (CM), interchangeability, interoperability, and logistical footprint of fielded systems. This equipment is currently in use and has proven successful in its missions. Any deviation from the current infrastructure could jeopardize current operations. The purchase of any other antennas would result in a significant duplication of costs to the government to modify the current design, recreate baseline drawings, testing and validation costs, operator and maintenance training costs, in addition to the logistical costs of managing two different systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 11 September 2007, 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
