- FISC San Diego Detachment Seal Beach intends to acquire Table of Allowance Assessment and Reporting System (TOAARS) data management services. Task to include loading NCF TOA requirements for CESE/CEEI material and asset status, providing comprehensive and complex analysis services identifying programming and data manipulation patches, developing and executing all substitution leaks, cross-referencing links from UICs and PUICs, generating various reports and summaries that identify asset and requirements changes, and providing TOAARS user training. Anticipate the award of a CPFF contract for 9 months and two one-year options. It is intended to negotiate with SYS, San Diego, CA. SYS as the developer of TOAARS, is the only firm with the required expertise and knowledge necessary to provide these critical services. The statutory authority permitting other than full and open competition is 10 USC 2304 (c)(1). This notice of intent is not a request for quotation or a s olicitation of offers. See Note 22
