Description
The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN) ??? San Diego intends to solicit and award a Firm Fixed Price contract to Campbell Security Equipment Company (CSECO), 5045-D Commercial Circle, Concord, California 94520-8573 on a sole source basis for the purchase of 35 units of the Mini-Buster Contraband Detector Kit (Mini- Buster). This sole source procurement is in support of the Technology Transfer Program (TTP) at the Counterdrug Technology Assessment Center (CTAC), Office of National Drug Control Policy (ONDCP). The design details, performance details and application techniques involved with the use of the equipment are proprietary to the Campbell Security Equipment Company and the U.S. Government. The Mini-Buster is a portable contraband detection kit that can detect hidden compartments in vehicles and provides visual entry into hard-to-reach places such as gas tanks or other hidden compartments housing contraband. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would result in an unacceptable delay and a duplication of cost associated with developing/testing a new product that is not expected to be recovered through competition. It should be noted that a new competition to identify state-of-the- art technologies for law enforcement counterdrug operations in support of the TTP is planned beginning 3rd Qtr 2008. The applicable North American Industry Classification System (NAICS) Code is 334511 and the size standard is 750 employees. The anticipated period of performance will be approximately one year with an estimated value of $441K. Questions concerning this sole source contract action may be directed to Esther E.
