Description
The Internal Revenue Service (IRS), Fresno, California, has a requirement for vehicular sweeping services for the Butler Avenue parking lot located at 5045 E. Butler Avenue, Fresno, California, for a base period of 12 months commencing October 1, 2007 through September 30, 2008, with two additional one year option periods. It is the Government?s intent to award a firm fixed price contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and the written Request for Quotation (RFQ) can be accessed under Amendment No. 0001. The Request for Quotation number is TIRWR-07-Q-00036. This requirement is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 561790. The associated Small Business Size Standard is $16.5M. Offerors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov, in order to be considered for award. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-18, and includes Department of Treasury local clauses. Provisions and clauses applicable to this acquisition are as stated in the RFQ in Amendment No. 0001. SERVICE CONTRACT ACT APPLIES: DOL Wage Det. No. 2005-2045, Rev. 4, dated 7/18/2007. Contractors must pay service employees the DOL minimum wage rates plus fringe benefits for the service employees performing the services. EVALUATION FACTORS The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government will award a single contract to the responsible offeror whose offer conforms to the requirements as stated in this synopsis/solicitation and is most advantageous to the Government (best value) based on the following evaluation factors: (1) Lowest price; (2) Past performance. ADDITIONAL CONTRACT REQUIREMENT Certificate of Insurance of types and amounts shown in Section I of the RFQ. OFFEROR REPRESENTATIONS AND CERTIFICATIONS Quotes shall include a completed copy of the provisions at FAR 52.212-3 Offeror Representation and Certifications-Commercial Item; FAR 52.204-8 Annual Representations and Certifications, or certification that these have been completed online via Online Representations and Certifications application (ORCA) at http://www.bpn.gov/. QUOTATION Quotes shall include completed contract Line Item numbers stated in the RFQ Schedule of Services. The contract will be awarded for a 12 month base period with two additional one year option periods. PAST PERFORMANCE INFORMATION: Provide three (3) customer references for the same or similar work as follows: Description; contract number; date of award; name and telephone contact. RESPONSE TIME: Request for Quotation (RFQ) due date and time is September 7, 2007, 4:30 PM, Local Time. READ THE ENTIRE SOLICITATION CAREFULLY.
