- Description
- The General Services Administration, Public Building Service (GSA/PBS), Physical Capital Asset Management Division (PGE) intends to negotiate, on a sole source basis with Carnegie Mellon University located in Pittsburg, PA 15213. As early as 2003, GSA Public Buildings Service Office of the Chief Architect (OCA) established the National 3D 4D Building Information Models (BIM) Program. There are two areas this effort will focus on under this award. One area includes the use of 3D laser scanning technology to augment and streamline the management of as-built spatial information. The other area includes historical and as-built documentation. GSA plans to use the data collected from these areas as part of a draft for the common standard and guide for all future GSA scanning projects. The procurement of this data is necessary to capture best industry practices, collect lessons learned from ongoing GSA laser projects, and compile them into a GSA BIM Guide for 3D Laser Scanning. This BEST PRACTICE Guide will allow GSA associates and their consultants to learn about the applicability and implementation of 3D laser scanning on their projects. The government intends to award a firm fixed price contract for sixteen months. The NAICS code is 541370. This Notice of Intent to Award is for services that the Government intends to solicit and negotiate with only one source under authority of FAR Part 5.205 and is for INFORMATIONAL PURPOSES ONLY. This notice is NOT a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. The government will consider all responses received NO LATER THAN 2:00 PM EST, Tuesday, September 4, 2007.
