- [BASIC STATEMENT OF REQUIREMENT] NASA/DFRC has a requirement for 4 PM (Power Meter) 800 Meters, components and accessories and CM (Circuit Monitors) 3000/4000 Circuit Monitors to support metering at Dryden Flight Research Center. [SPECIFICATIONS] The following specifications are based on the Square D product line.?Offerors must propose this brand name or equivalent.? If an equivalent product is proposed, specify the brand name being offered: Power Meter with display, THD, alarming, 800kb, logging and WFC (Qty 4) Part# PM850 (2) Power Meter with remote display, THD, alarming, 80kb logging (Qty 5) Part# PM820RD (3) CM-CM4250 with advanced Power Quality (Qty 2) Part# CM4250 (4) Ethernet Comms Card: 100 Base FX, 10/100 Base T, 485 Port (Qty 2) Part# ECC21 (5) Vacuum Flourescent Display with IR port-4 line x 20 char. (Qty 2) Part# CMDVF (6) Ethernet Gateway; 1 RS-485 serial port (Qty 4) Part# EGX100SD (7) PM820RD Extended Warranty (Qty 5) Part# 9780PM EXTWARRANTY (8) CM 4250 Extended Warranty (Qty 2) Part# 9780CMEXTWARRANTY [SOLE SOURCE EXPLANATION] NASA/DFRC intends to purchase the items from Square D. Square D made the existing metering system at Dryden. In order to ensure system compatibility, all new equipment and components should be made by the same manufacturer. [FOLLOW-UP AND LEGAL] The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 11, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. ?A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
