Description
This is a combined synopsis/solicitation for commercial/supply and service items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number AG-03R6-S-07-0092 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The clauses and provisions referenced in this solicitation can be found in full text format at http://www.arnet.gov/far. This is a total small business set-aside and the small business size standard is $11.5 million. The North American Industry Classification Code is 561621. A quotation is requested to provide and install a video surveillance system for the Flathead National Forest Headquarters Office at 650 Wolfpack Way, Kalispell. This system is to monitor all entrances to the building and site, the visitor, fleet, and employee parking, and the front desk area where visitors will approach and be greeted. Cameras are to be high resolution cameras capable of positive facial and/or license plate identification. All cameras shall be able to be monitored by a single screen located in the Law Enforcement office with revolving or manual camera selection. All cameras will be provided with the appropriate housings interior and exterior. Installation shall be appropriate for the Architecture of the building and site. Conduit to a south power pole is provided by the Government in anticipation for a camera at this location. Data storage shall be located in the data room. Minimum data storage shall be 2TB or approximately 72 hours of monitoring time. A monitoring screen shall be capable of being be turned on or off without affecting the system. Contractor shall install the full system and provide operation manuals and training for up to 5 forest service employees (at one training session). The FAR provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Offers submitted must include past performance information, draft design and discription of components including specifications, price of system offered, price of installation, delivery and installation schedule. Provide references for similar work during the past three years. Contract award will be made to the quotor offering the best value considering past performance, delivery, system offered, and price; with past performance, delivery, and system offered, when combined being approximately equal to price. In addition, offerors will include with their quote a completed copy of the FAR provision 52.212-3, Offer Representations and Certifications - Commercial Items. The FAR clauses 52.212-4, Contract Terms and Conditions - Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, apply to this acquisition. Quotes must be received by August 3, 2007, at 4:00 P.M. Mountain Time at the Lolo National Forest Supervisor?s Office, Attn: Contracting, Building 24, Fort Missoula, Missoula, MT 59804.
