- The National Cancer Institute (NCI), Surveillance Research Program (SRP), plans to procure on a sole source basis with the American College of Surgeons, 633 N. Saint Clair Street; Chicago, IL 60611 services regarding the Maintenance and Information Technology (IT) Development for Collaborative Staging Infrastructure. The North American Industry Classification System Code is 541519 and the business size standard is $23M. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106. Collaborative Staging (CS) is a vital part of cancer surveillance. The purpose of this contract is to support partial activities related to CS implementation and transition to expanded goals of the CS system related to: 1) informatics and IT, including revision of the coding structures of the existing system, relations with outside groups, and its integration and relationship with the overall and; 2) management and oversight of the CS System. The CS System is a carefully selected set of data items that describe how far a cancer has spread at the time of diagnosis. New items were created to collect information necessary for the conversion algorithms, including the evaluation fields that describe how the collected data were determined, and site/histology-specific factors that are necessary to derive the final stage grouping for certain primary cancers. In addition to the items coded by the registrar, this unified data set also includes several data items derived from the computer algorithms that classify each case in multiple staging systems. The NCI Surveillance Research Program (SRP) directs the collection and analysis of pertinent data in order to answer key questions about cancer incidence, morbidity, mortality, and cancer-related health status in diverse regions and populations in the United States. In addition to, part of this mission manages the Surveillance, Epidemiology, and End Results (SEER) Program, an integrated, comprehensive, multiple population-based reporting system. Collaborative Staging (CS) is a coding system for staging of cancer bringing together the principles of Summary Stage, the Tumor (T) Nodes (N) and Metastasis (M) or TNM categories and stage groupings, and the SEER Extent of Disease coding structure. Period of Performance shall be for twelve (12) months from date of award. The American College of Surgeons (ACos), Commission on Cancer (COC), is uniquely qualified to perform the required services. the multi-disciplinary Commission on Cancer sets standards for quality multidisciplinary cancer care delivered primarily in hospital settings; surveys hospitals to assess compliance with those standards; collects standardized and quality data from approved hospitals to measure treatment patterns and outcomes; and uses the data to evaluate hospital provider performance and develop effective educational interventions to improve cancer care outcomes at the national and local level. The American College of Surgeons is intimately familiar with the Collaborative Staging System and is uniquely qualified to coordinate required activities with subject matter experts in the field and national cancer surveillance partner organizations. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm ET on September 12, 2007 to Malinda Holdcraft, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
