Description

The Directorate of Contracting, Fort Drum, NY is issuing a Request for Quote (RFQ) for Calibration for AIDCO 250 Valve Body Test Stand and AIDCO 450 Transmission Dynamometer on Fort Drum, New York. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Any correspondence concerning this acquisition shall reference Solicitation Number W16BEC7180N010. The North American Industrial Classification System Code (NAICS) is 334519 and the size standard is 500 employees. This solicitation is set-aside for Small Business Concerns and only qualified offerors may submit an offer. The offeror must be an authorized AIDCO d ealer, and service must be completed by 26 October 2007. The RFQ will be evaluated on responsive/responsible offer/quote. The contract type shall be a Firm Fixed Price Contract. The successful contractor will furnish all supervision, plant, labor, material, and equipment necessary to perform all work in connection with the service and testing of an AIDCO 250 Valve Body Test Stand and AIDCO 450 Transmission Dynamometer on Fort Drum , New York. The pricing must be quoted as follows: Contract Line Item (CLIN) 0001  Parts (EST) CLIN 0002  Labor CLIN 0003  Travel and Lodging in accordance with the travel provisions of Volume II, Joint Travel Regulations (JTR) in effect at date of travel. https://secureapp2.hqda.pentagon.mil/perdiem/trvlregs.html CLIN 7500  Contractor must report manhours in accordance with https://cmra.army.mil/. Federal Equivalent Rate is WG 11, Corresponding Monetary Wage  Fringe Benefits is $20.69 per hour. The Defense Federal Acquisition Regulation Supplement (DFARS) Clause at 252.204-7004 Alternate A, DFARS Provision 252.212-7000 Offeror Representations and Certifications--Commercial Items, DFARS Clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, and DFARS Clause 252.232-7010 apply to this acquisition (Current to DCN 20070802 Edition). The following DFARS Clauses cited within 252.212-7001 are applicable to this acquisition: 252.225-7001, 252.232-7003, and 252.247-7023. The Service Contract Act of 1965 shall apply to this service. The U.S. Department of Labor Wage Determination Number 2005-2377, Revision No. 3, dated 07/27/2007 for Jefferson County, New York State, shall apply to this service. The wage decision may not contain all positions that are applicable to this project; therefore for any work classifications or positions that are not included, the wage rates must NOT be lower than the lowest skilled rate that is included in the wage decision. Under no circumstanc es will any resulting contract be modified to increase the contract price solely on adjustments or changes in any wage rates or due to any conformance action to include a missing classification. Contractor registration in the Central Contractor Registration (CCR) database is required in order to be eligible for award of a Department of Defense (DoD) contract (see FAR Clause 52.204-7, Central Contractor Registration, and DFARS Clause 252.204-7004, Alternate A). Failure to register with the CCR shall make the contractor ineligible for award.
