- THIS IS A SOURCES SOUGHT NOTICE ONLY. The Northern Region Contracting Center (NRCC) is seeking information on sources that can develop a fully automated testing system for testing the language proficiency of students, faculty, and military personnel in Arabic for the Defense Language Institute. The fully automated test will be used to score the speaking and listening ability of students in Modern Standard Arabic (MSA). Requirements: (1) Develop a fully automated speaking and listening test system i n MSA to evaluate large numbers of test-takers both in the United States and abroad. The testing system shall be accessible telephonically and all tests shall be administered and scored without human intervention (2) Install the MSA test on a telephonic d elivery system that provides 24/7/365 access worldwide and provides online test results. The online testing system shall allow a minimun of 200 tests to be taken simultaneously.(3)Ensure that the MSA test can be easily administered. The tests are scored automatically by a computer-based system and scores are available on the internet no later than 30 minutes after the test has been taken (4) Provide a machine-generated scoring system that strongly correlates to Government Interagency Language Roundtable ( ILR)levels assigned by human raters. A correlation coefficient of 8.0 or higher is reqired. (5) build an initial pool of approximately 5,000 Arabic items for the speaking and listening test, and ensure that sufficient test item variability protects the te st from being compormised. For the purpose of Small Businesses, the designated NAIC Code is 541930 for this effort. The Small Business Size Standard is $6.5M. The period of performance is 12 months from date of award. Anticipates award of a fixed-price d contract. Your response shall include the following information: Size of company (i.e., 8(a), Hubzone, WOSB, SB, Veterans, all others), number of employees relevant past performance on same/similar work dating back three years, and your company's capab ility to do this type work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possess the necessary functional area expertise and experience to compete for this acquisition.
