Description
Federal Business Opportunities Announcement This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. The Request for Quote number is N62645-07-T-0165. Quotes are due not later than 3:30 P.M. EST on 07 September 2007. Provisions and clauses in effect through Federal Acquisition Circular 2005-18 are incorporated. NAICS 423450 (Size Standard - 100 Employees for purposes of reporting contact action). This synopsis/solicitation is a 100% Small Business Set-Aside. All qualified vendors able to provide system described below are encouraged to submit a quote. Specifically, the Intense Pulsed Light System shall conform to the following minimum salient characteristics: The system is a Laser for dermatolgic use to effectively treat facial sun damage and pigmentation problems in the patient population. Acquisition will allow the effective treatment of facial dyschromia while improving overall patient care standards and physician readiness/training. The intense pulsed light system consists of a console, cart, handpieces, safety glasses (for patient and operator), and manuals (operator and service). The system shall have the ability to program the wavelength of the handpiece. The wavelength range should be from 520mn to 1100 nm. Evaluation Criteria: The Naval Medical Logisitics Command intends to negotiate with vendors on an open competition basis to procure an Intense Pulsed Light System on behalf of the National Naval Medical Center, Bethesda, MD. The best value evaluation shall be based on the following factors: 1) Technically acceptable in conformance to salient characteristics (proposal will have to meet or exceed the acceptability standards for non-cost factors and include FDA approval); 2) Past Performance (have sold at least 2 systems to other medical centers or hospitals?identify point of contact and phone number for verification purposes); and 3) Lowest Price of Technically Acceptable Offers. [Note: Proposals will be evaluated for accceptability for the 2 non-cost factors and will not be ranked & no tradeoffs permitted] Regulatory Requirements: The Intense Pulsed Light System shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America; even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. The Unit (System) to include all of the following items: Intense Pulsed Light System: System Console and cart Three (3) Pairs of Safety Glasses for the Operator One (1) Pair of Safety Glasses for the Patient One (1) Practice Success Kit One (1) Clincal Training (1-Day) Two (2) Operator/Service Manuals One (1) year warranty Proposals shall be submitted by email only as a MS Word or Adobe PDF attachment to Debra Walker-Sykes at debra.walker-sykes@med.navy.mil.
