Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with the additional information included in this notice. This announce constitutes the only solicitation; proposals are being requested and a written solicitation and Statement of Work may be downloaded from this notice. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular 97-10. The Marine Corps Northeast Regional Contracting Office currently has a requirement for a Provider of support for the All Faiths Director of Religious Education. PROVIDER OF SUPPORT FOR ALL FAITHS DIRECTOR OF RELIGIOUS EDUCATION In this statement of work, the Provider of support for the All Faiths Director of Religious Education will be referred to as ?Provider.? Determination of selection of a Provider for this contract will be based on best value for the United States Government. QUALIFICATIONS FOR PROVIDER 1. Minimal educational requirements will consist of a degree in religious education or general education as well as related work experience. 2. A general working knowledge of the religious education process. (Due to the faith-specific requirements of the Roman Catholic religious education program, particular understanding of the Vatican II Councils? renewal in Catechism development in scripture, liturgy, sacramental expression in spirituality and the RCIA process will be required.) 3. Proficiency in planning, coordinating and instituting comprehensive religious education programs including appropriate age specific curriculum based specified faith group requirements. 4. A working knowledge of Microsoft Word, Microsoft Power Point and Microsoft Excel. 5. The skills to recruit, train and supervise volunteers to instruct and assist with these faith specific religious education programs/classes. 6. An understanding and appreciation of the concept of ?home schooling? so as to provide adequate guidance and training to parents who wish to pursue that method in educating their families in the faith. 7. Flexibility in working with the ever changing requirements of the military chapel communities. TASKS FOR PROVIDER REGARDING ORGANIZATIONAL STRUCTURE 1. This contract will begin 01 October 2007 with two (2) option years.The Provider will be responsible for implementing multiple religious education programs which run concurrently with the traditional academic year (AY). The Provider will fulfill the assigned tasks beginning 01 October 2007 through 15 May 2008 and resuming 01 August 2008 through 30 September 2008, for the base and each option year. The Provider is expected to complete 40 weekly units of work which consist of 25 hours per week with 75% of this time allotted to the Roman Catholic religious education program (18.75 hours per week) and 25% of this time allotted to Protestant and other faith group religious education programs (6.25 hours per week.) 2. The Provider shall implement the proposed AY religious education programs under the oversight of the Marine Corps Base Command Chaplain and in support of the Roman Catholic and Protestant chapel pastors. This plan is to include a proposed age appropriate curriculum, required materials, facility usage, modifications to existing programs and volunteer requirements for all Sunday religious education requirements and any other support requirements as negotiated with the chapel pastors. 3. The Provider shall coordinate the registration for any religious education programs and maintain updated registration rosters as applicable. 4. The Provider shall recruit volunteers to teach classes in the religious education programs and will assign volunteers to classes, ensuring they are provided with teaching aids and resources. 5. The Provider shall provide teacher training and orientation sessions as needed during the course of the contract year. 6. The Provider shall conduct at least one parent meeting for each Roman Catholic sacrament group: First Reconciliation (Penance) and First Holy Communion (First Eucharist) can be addressed at the same parent meeting; Confirmation will require its own parent meeting. 7. The Provider shall conduct at least one practice/rehearsal for the Roman Catholic sacrament of First Holy Communion (First Eucharist) and at least one practice/rehearsal for the sacrament of Confirmation. 8. The Provider shall oversee all educational/training resources for Roman Catholic families who opt to home school their children in the faith. The Provider will coordinate and meet with the parents of each sacramental student to determine the progress throughout the preparation period. 9. The Provider shall develop an annual calendar of events designed to enhance the delivery of religious education programs and will work with chapel pastors to promote these programs and events within the respective chapel communities. 10. The Provider shall serve as a member of both Roman Catholic and Protestant religious education boards and committees, attending meetings as scheduled. 11. With approval from the chapel pastors, the Provider will coordinate Children?s Christmas Liturgy/Program, First Holy Communion retreat and establish a Confirmandi service project and retreat. 12. The Provider at termination of contract will submit a comprehensive religious education plan to include age appropriate curriculum, recommended materials, facility usage, recommended budget and volunteer requirements for the following AY. Additionally, The Provider will provide adequate turnover and inventory to the chapel pastors. 13. The Provider will assist with Roman Catholic sacramental notification following annual Confirmation in accordance with guidelines established by the Archdiocese for the Military Services, USA. 14. The Provider shall supply and pay a satisfactory substitute when unable to perform services as outlined in this statement of work. 15. The Provider shall submit an invoice for services rendered within five (5) calendar days after the end of each month. Electronic funds transfer by the Defense Financial Accounting System (DFAS) will post payment, normally within thirty (30) days of receipt. TASKS OF PROVIDER REGARDING BIDDING PROCEDURES 1. Potential Providers shall submit a resume detailing their qualifications. 2. The following factors will be used in determining selection of a Provider for this contract: a. A detailed resume to include education and applicable experience. b. A cost bid supplied by the applicant. 3. This contract may be awarded based upon the contractor?s superior competence and previous experience in providing such a service. 4. This purchase order may be canceled without liability by either party by giving 30 days prior written notice.
