Description
The Marine Corps Systems Command (MCSC), Quantico, VA intends to award a Firm Fixed Price (FFP) contract to Jabber Inc, 1899 Wynkoop Street, Suite 600, Denver, CO 80202, for an unlimited use Enterprise License Agreement (ELA) of an Extensible Messaging and Presence Protocol (XMPP) chat software product. The intended ordering period is one base period of six months, that includes with it an additional maintenace and standard support for three (3) years, and the estimated value of the contract will be $3,480,000.00. Per FAR 13.501, the Government intends to solicit and negotiate with only one source to procure services that provide: a messaging system capable of enabling multi-user synchronous communications across both the enterprise and warfighting domains. The chat service required for the Marine Corps must be capable of supporting DoD and USMC Information Assurance (IA) requirements, presence awareness, Internet Relay Chat (IRC) and Session Interface Protocol ( SIP)/ SIP for Instant Messaging and Presence Leveraging Extensions (SIMPLE) interoperability, high availability, enterprise support, and federation with USMC and DoD XMPP collaboration services (including Defense Information Systems Agency (DISA) Net-Centric Enterprise Services (NCES) and the Army Future Combat Systems (FCS). Additionally, the Marine Corps requires the entire set of XMPP chat server attributes to meet the requirements specified by the Enterprise community and Expedition forces: ? PKI certificate support ? SIP/SIMPLE/Live Communications Server(LCS) gateway support ? IRC gateway ? High availability clustering ? Server federation ? Message logging ? Server-server and server-client encryption ? Web conference integration ? SOA-based interface ? 100,000+ user scalability ? One-to-one and multi user chat ? Presence management ? However, interested parties may identify their interest and capability to respond to the requirement. Respondents must provide level-of-effort and dollar estimates to acquire a full understanding of the XMPP chat software. As part of the written response, a respondent must be able to prove to the Government their knowledge of and ability to provide technical support services including technical configuration of XMPP chat software. Oral communications are not acceptable in response to this notice. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the MCSC point of contact, Mr. Edward McGrail, (edward.mcgrail@usmc.mil), not later than 1400 (2:00 p.m. EST) on September 12, 2007. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
