Description
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The purpose of this acquisition is to provide professional locksmith service and support for installation, service, and repairs of security related hardware and ensure PFPA?s mission success. 1. Scope: 1.1 The Contractor will provide a fully trained Locksmith that is factory certified to install service and repair the various brands of security related hardware used to protect classified material, personnel, and other government assets. Additional tasks include close coordination with PFPA project officers to ensure that proper security hardware items are installed and that life safety concerns are addressed. Specifically, the Contractor shall: a. Conduct field survey and facility walk-throughs with the PFPA Project Officer when requested to determine security requirements and the security devices to be installed. b. Ensure compliance with DoD requirements and applicable regulations. c. Prepare cost proposal for materials and labor required for new installations and deliver proposal to the PFPA Project Officer. d. Once materials are obtained, install the hardware when required for job completion. e. Receive calls and requests for service via telephone, e-mail, or by direction of the PFPA Project Officer. f. Complete an after action report for each task within 24 hours. 1.2 The Contractor will coordinate all work with the COR, Project Officer, and customer prior to any site visit. Must have an extensive knowledge of a wide variety of security locks and devices to include the following: a. Mas-Hamilton X-07, CDX-07, X-08, CDX-08, X-09, CDX-09 and combination locks meeting FF-L-2740. Must be factory certified in the installation, repair service, and neutralization of these devices in the event of a lock out. b. Intellikey locks to include installation, service, repair, and programming of unit and keys. c. Medeco Keyymark lock system to include the cutting of keys, pinning of locks, installation, service, repair, and maintenance of master key system. d. Complete line of Kaba-IIco locks to include Kaba-IIco Unican mechanical combination access control device, Simplex NL 200 mechanical combination access control device. Unican 4000 electromechanical combination access control device, and Kaba-IIco System 800 and 900 card swipe access control devices. Knowledge of this must include installation, service, repair, and changing of combinations. In the case of the System 800 and 900 locks, knowledge of programming the unit with a laptop is also a must. e. Alarm Lock Trilogy electro-mechanical combination access control device to include installation, service, repair, and changing of combinations. f. Securitron mag-lock magnetic door locking system to include magnet installation, access control unit installation, request to exit and key-pass installation, services, repair, and changing of combinations. g. Installation of various brands of electric door opening devices, electric strikes, annuciators, buzzers, running of wire, and door release buttons. Intimate knowledge of the internal workings of the various types of security containers and locks that are authorized for the storage of classified information, to include the changing of combination, service, repair, and the ability to open a locked security container should a lock out occur, by either diagnosing the problem and dialing it open or by utilizing proper neutralization techniques if needed. Must have the ability to analyze and evaluate any security device or locking hardware problem and proceed in the most cost effective and timely manner to correct the situation. Must be proficient in the use of lock pick devices, car opening, tools, security container drilling rigs, borescopes, and have the ability to impression or hand fit keys to locks. Must have a sound working knowledge of various key machine the KD 50A duplicating machine, HPC Code, machine, HPC Code-a- max, Framon FRA-2, ITL 9700, Lock Technology Medeco machine, and the Framon FRA-2001 computerized key machine. Must have knowledge of the operation and use of the various hand and power tools that are used in the performance of the job. 2. Period of performance: The Contractor shall perform the work for a period of twelve (12) months. The Contractor shall provide on-site support forty (40) hours per week, during the hours of 8:00 AM-4:30 PM, Monday-Friday excluding legal holidays. Contractor will also provide after- hours emergency service for problems that occur after normal business hours (On call service). 3. Place of performance: This work will be performed on Government sites within the National Capital Region. 4. Government Furnished Equipment/Information: The Government will provide the Contractor with office space, telephone, and computer equipment. The Government will also provide some bench stock of locking hardware and parts. Government will also provide some necessary supplies and material. The contractor must provide their own transportation and tools required for contract performance. 5. Security Requirements: The Contractor must be able to obtain a Secret security clearance to perform work. This requirement must be satisfied prior to contract award and must be identified in response to the solicitation. The contractor shall provide a firm fixed price quote, resume, and 3 references. Offerors are advised to submit electronic documents early and confirm successful transmission/receipt. Price Quotation: Please provide a price quotation in the attached RFQ.
