Description
The United States Postal Service intends to award a Two Phase Negotiated GMP contract for the construction of an expansion of the existing Bulk Mail Center/Processing and Distribution Center Facility (Project # Q86389) in Springfield, MA. The construction estimates for this project are in the range of $22,000,000 to $26,000,000. The scope of work for this project includes but is not limited to Preconstruction Services in Phase I and Construction during Phase II of approximately 160,000+/- gross square foot of new space all located on an existing USPS owned site located at 190 Fiberloid Street, Springfield, MA 01152 A design set of documents will be issued @ approximately 80% development with the solicitation. After award of Phase I, the USPS will issue a 90% set for the successful contractor?s use in providing cost analysis, constructability, scheduling reviews and certification of the Construction Cost Limit. Phase II award will be made at the discretion of the USPS pending negotiations and acceptance of a GMP. The work during Phase II consists of multiple phases in an existing 24/7 mail processing environment with the potential for delays to maintain mail processing. All work is denoted on plans and specifications to be issued with the Postal Service?s request for proposal. The total period for Phase I (Preconstruction Services) will be 75 days from contract award. Phase II (construction) will be 540 days from Notice to Proceed. The subcontracting goals for this project are: Minority Business Enterprise of 10%, Women Owned Business of 4.6%, and Small Business Enterprise of 40%. Proposals are due by 3:00 PM Eastern, October 5, 2007 and should be hand delivered or mailed, (using one of the many services offered by the Postal Service) to United States Postal Service, Attention: Mr. Mike Miller, Suite 300, 4301 Wilson Blvd., Arlington, VA 22203-1840.
