Description
This is a combined synopsis/soliciation for commerical items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a serparate written solicitation will not be issed. FAR Part 13 procedures are being used. This solicitation is issued as a request for quotation. The soliciation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-18. The associated North American Classification System (NAICS) code for this procurement is 443120 with a small business size standard of $8.0 million. This requirement is set-aside 100% for small business. The National Institute of Standards and Technology (NIST) is seeking to purchase hardware for an existing Linux Cluster system known as Herculues. All interested offerors shall provide a quote for the following: Line Item 0001: Hardware upgrade for existing Linux bases hercules system to include additional disk capacity, internal networks, additional processor nodes and memory. Please see technical specifications for the minimum salient characteristics and quantity of hardware as described below for the specific requirement of Line Item 0001. Technical Specifications Introduction The Building and Fire Research Laboratory (BFRL) at the National Institute of Standards and Technology (NIST) desires to upgrade and add capability to its current Linux cluster system, known as ?Hercules.? Currently, Hercules consists of a 250 node, two processors/node, 2 Gbytes RAM/node, and a Beowulf Linux cluster system that serves various scientific computing needs of the BFRL. The purpose of this solicitation is to procure additional hardware items that shall add improved network connectivity, increase disk storage space, and provide additional computing nodes to the Hercules system. A few of the new nodes must have increased memory for single-processor, high-memory jobs. Requirement Much of the research of the Building and Fire Research Laboratory (BFRL) is dependent on high performance computing. To fulfill these needs, BFRL and the NIST Office of the Chief Information Officer (OCIO) administers the medium Linux cluster, Hercules, which is housed in the NIST Central Computing Facility (CCF). BFRL desires to upgrade this computer system to meet its ever-growing high performance computing needs. This upgrade must be in three areas ? improved networking, increased disk storage space, and additional processing nodes. Please provide a quote for the hardware items listed in the three areas below. All items quoted must be compatible with the current Linux cluster system. Items quoted that are not compatible with the current Linux cluster system will be disqualified from further consideration. (1) Improved network connectivity Quantity of two: 3-phase 208V Rack PDU Quantity of two: 48 port managed Gigabit Ethernet network switch with network cables Quantity of three: analog KVM switches with cables (2) Minimum System RAID needed: 5-6 TB SATA RAID array including LVD SCSI host interface Redundant power & cooling, documented durability Rack mount enclosure and 2 year advance replacement warranty service. RAID array must support: - Multiple arrays configurable with dedicated or global hot spares - RAID levels supported: RAID 0, 1 (0+1), 3, 5, 10, 30, 50, NRAID, and JBOD - Online expansion - Front LCD control panel for setup and configuration - Management via telnet access or RS-232 (3) Additional computing nodes (total quantity 54) All nodes must have at least: ? 1U Rackmount chassis with UL approved 208 V power supply ? Motherboard ? Two AMD Opteron 2216 Dual Core 2.6 GHz processors ? One 80 GB 7200 RPM SATA Hard drive ? One DVD Rom / CD Rom Combo Drive ? SVGA Video on motherboard ? Adjustable sliding rails ? 208 Volt power cable ? Power supply with sufficient capacity to power all components when both CPU cores are at 100% and disk drive and all other components are fully active ? Power, HDD, and LAN LED indicators ? Two integrated gigabit Ethernet connections capable of full-duplex wire-speed operation and must be capable of PXE booting ? Sufficient internal cooling fans to maintain all component temperatures well below manufacturer?s operating limits, when in a 75 F room. ? Support the monitoring of rotation speeds of all internal cooling fans, system and CPU temperatures, and power supply and CPU voltages using lm_sensors ? Support power up using ?wakeon lan? ? All nodes must contain identical parts, including firmware revisions/versions and board-level hardware revision numbers ? 3 YEAR WARRANTY ? No OPERATING SYSTEM Memory must be DDR2 667 MHz Fully Buffered: 50 of the nodes must contain 4 GB RAM (1 GB RAM per processor) 4 of the nodes must contain 16 GB RAM (4 GB RAM per processor) (4) Shipping, insurance, and installation included. The new nodes shall be installed into existing racks by the contractor. Quotation Submission Instructions Quotes shall include: 1.A firm-fixed price list of the proposed hardware components to fulfill the requirements of line item 0001 of the solicitation. At a minimum quotation shall include a description of each of the items being offered, quantity of each of the items being offered, manufacturer of each of the items being offered, manufacturer part number of each of the items being offered, warranty period for each of the items being offered, payment terms and conditions, and delivery terms and conditions of each of the items being offered to satisfy the minimum essential/salient characteristics of this procurement; 2.A detailed technical approach for satisfying the requirements of this procurement; 3.List of assumptions made by the Contractor in preparing the quotation; 4.Offerors shall provide their quote no later that the solicitation closing date and quotes shall be in Microsoft Word, Excel, or PDF format to contract specialist Ms. Janine Kerns via email at Janine.kerns@nist.gov. One (1) written hardcopy original is to follow and shall be addressed to the National Institute of Standards and Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Janine Kerns. EVALUATION FACTORS FOR AWARD NIST may award a purchase order to the Offer or whose offer represents the best value to the Government, price and other factors considered. The Government will evaluate quotes based on the following evaluation criteria: 1) Quotation feasibility and soundness of proposed technical approach, 2) Past Performance Information for providing capable Linux based clusters, and 3) Price. Technical approach and past performance shall be equal in importance to price. If technical approach and past performance are equivalent, price shall be the determining factor. All quotes shall be in either Microsoft Word, Excel, or PDF format, any other format will not be considered.
