Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for quotation. FAR Subpart 13.5 procedures are being utilized. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-18. The U. S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST), on behalf of DOC, has a requirement for conference space, meals, and lodging for a Manufacturing Extension Partnership (MEP) Program Training Conference to be held in Orlando, Florida, from April 26, 2008 through April 30, 2008. To be eligible to be considered for award for this procurement, the Offeror must be located within twenty-five (25) driving miles of the Orlando International Airport located at 9201 Airport Blvd., Orlando, FL 32827. Contract line item numbers (CLINs) and related requirements for this RFQ are as follows: CLIN 0001: CONFERENCE SPACE FOR APRIL 27, 2008 THROUGH APRIL 30, 2008; QUANTITY: 1; UNIT: LOT. The Contractor shall provide conference space that meets or exceeds the following minimum requirements: (A) Meeting room to accommodate up to 600 people and space to accommodate thirty (30) breakout sessions (to be available April 27th through April 30 from 8:00am to 5:00pm) as well as a registration area; (B) Four (4) six-foot tables in the registration area with two (2) chairs at each table, two (2) trash cans and a message board set up through the duration of the meeting; at least 600 chairs in the audience area of the main conference room set theatre style (C) The following audiovisual capabilities: (a) thirty-one (31) LCD Projection Packages (to be available April 27- 29, 2008 and twenty-five (25) LCD Packages on April 30, 2008; (b) 4 large screens and thirty-one (31) plasma screens required through duration of meeting; (c) twenty-five (25) tripods and thirty-one (31) flip charts on the first three days and twenty-five (25) flip charts on the last day; (d) four (4) lavaliere microphones, four (4) mixers and four (4) podiums and microphones through duration of the meeting (e) all cabling, power cords, etc. required to use the equipment; (f) Wifi internet connection in the meeting rooms; (g) Technical support shall be provided as necessary through the duration of the meeting. CLIN 0002 MEALS FOR MEP CONFERENCE ATTENDEES FOR APRIL 27-30; QUANTITY: 1; UNIT: LOT. The contractor shall provide for all attendees (estimated to be 600 people) at the conference on April 27-30, 2008 the following: a full breakfast buffet from 7:00 to 8:00AM; mid-morning coffee and cold drink service; lunch buffet at noon; and cookies/brownies and cold drinks in the afternoon. Additionally, the contractor shall provide a hot/cold appetizer reception with a cash bar for an estimated 600 people on April 27 from 6:00-8:00PM. Note: Lodging services are explicitly excluded from this RFQ. Only CLIN?s 0001 and 0002 are being procured under this RFQ. Place of Performance: Orlando, Florida. The Government intends to award an unpriced purchase order resulting from this solicitation to the responsible Offeror whose quote conforming to the RFQ will be the most advantageous to the government, price and other factors considered. A realistic monetary limitation will be placed on the unpriced purchase order. The monetary limitation shall be an obligation subject to adjustment when a firm price is established. The following factors will be used to evaluate quotations: 1) Technical Capability to meet or exceed Government requirements), 2) Past Performance Information (The recentness, relevance and quality of prior performance on similar contracts/orders); 3) Location of the facility of the Offeror (must be within 25 miles driving distance of the Orlando International Airport located at 9201 Airport Blvd., Orlando, FL 32827) and 4) Evaluated Price for CLIN?s 0001 and 0002. Non-price factors when combined are significantly more important than price. The Government will consider lodging rate discounts offered to attendees in assessing evaluated price to the extent that such discounts may reduce the total cost to the Government for conducting the conference. Past Performance Information, Location, and Price shall not be evaluated on quotes that are determined technically unacceptable in accordance with the Technical Capability evaluation factor. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: 52.212-1; FAR 52.212-3; FAR 52.212-4 Alternate I; FAR 52.212-5 (including the following fill-ins: 52.203-6 Alternate I; 52.219-4; 52.219-8; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-13; 52.232-33). Quotation Submission Instructions: The Offeror shall include the following in their quote: (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Price for fulfillment of the requirement and any discount terms; (5) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(k) for those representations and certifications that the offeror shall complete electronically); (6) Acknowledgment of Solicitation Amendments; (7) Past performance information, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); (8) A copy of any conference agreement or other documentation that the Offeror would expect the Government to execute (Note: this documentation would be an Addendum to the purchase order); and (9) If the quote is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. PRICING SHOULD BE INCLUDED AS A SEPARATE DOCUMENT FROM ALL OTHER QUOTATION DOCUMENTS. Pricing must be broken down for CLIN 0001 and CLIN 0002 separately. All proposed pricing, to include audio-visual equipment must be included. Each quotation shall include at a minimum the following additional information to be considered: (1) costs per person for meal and refreshment charges under CLIN 0002; (2) If proposed pricing is submitted on a per person cost inclusive of all costs, a structured pricing breakdown of the per person cost should be submitted supporting the per person pricing quoted; (3) a sample menu plan as to the types of meals that will be offered to the attendees; (4) literature documenting the amenities that are available for the attendees; and (5) information establishing the location: address of the facility being proposed. IN SUBMITTING A QUOTATION, THE OFFEROR AGREES TO HOLD FACILITIES IN RESERVE AT NO COST TO THE GOVERNMENT THROUGH AT LEAST SEPTEMBER 13, 2007 TO ALLOW THE GOVERNMENT TO EVALUATE ALL QUOTATIONS AND MAKE AN AWARD DECISION. The terms and conditions of the resultant purchase order will include FAR clause 52.212-4 and FAR clause 52.212-5, with the same fill-ins as indicated in this RFQ. If any additional documentation is required by the Offeror to be executed, then it will be considered an Addendum to the purchase order, and any conflicts in terms and conditions between the purchase order and that Addendum shall be governed by paragraph (s) Order of Precedence, in FAR clause 52.212-4. The National Institute of Standards and Technology reserves the right to negotiate the term of any proposed addendum. Interested offerors are invited to provide a written response to be received no later than September 10, 2007 at 3:00 p.m. addressed to Jill Johnson, Contract Specialist, National Institute of Standards and Technology, 100 Bureau Drive, Stop 1640, Gaithersburg, Maryland 20899-1640 or by fax on (301) 975-8884. It is the responsibility of the offeror to confirm NIST's receipt of quote. The Government anticipates the award of an unpriced purchase order no later than September 21, 2007. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract.
