- Contracting Office Address Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data Information Service (NESDIS), Acquisition Division, SSMC3, Room 10100/OFA64 1315 East West Highway, 10th Floor, Silver Spring, Maryland 20910 Description The U.S. Department of Commerce (DOC)/National Oceanic and Atmospheric Administration (NOAA)/Office of Under Secretary/A intends to award a requirement on a sole source basis with Minotaur Amusements, Inc. DBA Minotuar Maze Exhibits to obtain Design, develop, and construct an educational exhibit about GPS and geocaching in coordination with OSC. The services required by OSC are available from only one responsible source, Geocaching DBA Minotaur Maze Exhibits. OSC shall be the principal unit for space commerce policy activities within NOAA and the U.S. Department of Commerce, with responsibilities to include: 1. Coordinate space commerce policy issues and actions within NOAA and the U.S. Department of Commerce. 2. Represent the Department in the development of U.S. policies and in negotiations with foreign countries to promote U.S. space commerce. 3. Assist commercial space companies in their efforts to do business with the U.S. Government, and act as industry?s advocate within the Executive Branch to ensure the Government meets its space-related requirements, to the maximum practical extent, with commercially available space goods and services, consistent with national security. 4. Work to ensure the U.S. Government does not engage in space-related activities that preclude, deter, or compete with U.S. commercial space activities unless required by national security or public safety. 5. Seek the removal of legal, policy, and institutional impediments to space commerce. Geocaching DBA Minotaur Maze Exhibits is to provide the services identified below. Geocaching DBA Minotaur Maze Exhibits shall provide an educational exhibit that will travel to museums and science centers throughout North America and represent, National Space-Based Positioning, Navigation, and Timing (PNT) Coordination Office in the exhibit, GPS Adventures. An integrated presence into the exhibit experience presents the National Space-Based PNT Coordination Office as the backbone of Global Positioning Systems (GPS), critical to the continued availability of and improvements to GPS, and as a supporter of science education. Geocaching DBA Minotaur Maze Exhibits shall work directly with the National Space-Based PNT Coordination Office to identify effective ways to represent them and their contributions to GPS technology within the exhibit. The agreement establishes outreach functions to educate North America?s general public and promote the use of the Global Positioning System for civilian, commercial, scientific, and humanitarian purposes. Below are examples of representing the National Space-Based PNT Coordination Office: A. Partner Panel at the front of the maze, a panel will identify the National Space-Based PNT Coordination Office as a Development Partner. The panel will include a logo (or logos), website, and mission statement. B. Satellite Room Educational Galleries a. A (135" x 58") ?History of Navigation? Timeline will highlight several milestones in the U.S. government's development of GPS. b. A video presentation on the evolution from complex and imprecise traditional navigation methods to the ease and accuracy of modern GPS will credit the U.S. government for its vision and role in this quantum leap in technology and utility. c. A (55" x 58") Future of GPS? graphic panel dedicated to the National Space-Based PNT Coordination Office will feature messaging and content to facilitate its educational and outreach objectives C. Promotional Components there will be a number of advertising and marketing related services utilized in order to promote GPS Adventures. The National Space-Based Coordination Office will be prominently represented in all promotional materials. D. Detailed Development Partner Listings with Associated Web Site Links E. Email distributions 1. During the week in which the GPS Exhibit is launched at a new venue, Groundspeak will include GPS Adventures promotional information and a link to the promotion landing page in its Thursday cache notification email the current distribution is approximately 350,000 opt-in users and growing each week. 2. Throughout the duration of the Exhibit, Groundspeak will include GPS Adventures promotional information and a link to the promotion landing page through daily cache log notification emails to all users within 100 miles of the exhibit. Currently, over 100,000 emails are sent each month. F. Groundspeak will develop multiple GPS Adventures banner advertisements which shall be rotated throughout the geocaching.com Web site at a rate of 2 million total impressions per month. These advertisements will link to the promotion landing page. G. Groundspeak shall develop and host a GPS Adventures text announcement, with a corresponding link to the promotion page, which shall receive a minimum of 500,000 impressions per month on the front page of Geocaching.com. Partner?s name and link to partner site will be included in this text announcement. H. Groundspeak will create a discussion forum where geocachers and GPS Adventures visitors can discuss their exhibit experiences. I. Groundspeak will create a custom geocache type so that geocachers who visit the exhibit can log their visit on the Geocaching.com Website. One benefit of a custom cache type is that geocachers will actively seek out caches of different types to populate their individual Geocaching statistics pages with unique cache type icons, encouraging increased exhibit-specific traffic to each venue location. OSC, in coordination with Geocaching DBA Minotaur Maze Exhibits, will determine the need and/or priority of the specific tasks and appropriate level of resource utilization. Interested parties who believe that they can meet the Government?s requirement are requested to submit in writing an affirmative response; all responses must include detailed technical information and other technical literature demonstration the ability to meet the above requirements. In your response, you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written response must be received no later than fifteen days after publication of this synopsis. The solicitation for this requirement will be prepared in accordance with FAR Part 13 procedures. A firm fixed price contract is contemplated.
