- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Food and Drug Administration intends to award a competitive purchase order for professional services to integrate the ArrayTrack and JANUS Databases. This project is titled ?Integration of Array Track and JANUS databases: Improved efficiency for Pharmacogenomic data analysis and the Development of electronic submission standards. The contractor shall perform specific objectives agreed upon in consultation with, and approved by the FDA. These objectives include: 1) Develop mechanisms for sponsors to send electronic VGDS submissions to the FDA. 2) Create a VGDS JANUS database and populate it with clinical and non-clinical data. 3) Develop the appropriate scripts for batch loading SDTM and SEND data into the VGDS JANUS database. 4) Develop the appropriate query tools to make seamless interactions between ArrayTrack and the VGDS JANUS database. 5) Improve the efficiency in which the Genomics group at CDER can review the submissions and allow more dynamic analysis of genomic information in relation to the associated non-clinical and clinical trial data that is often associated with a particular VGDS submission of interest. It is critical to hire a contractor who has extensive expertise in creating the JANUS database as-well-as experience working with the FDA on IT projects. The contractor will be required to have substantial knowledge of the JANUS database structure and design. Furthermore, the contractor will be required to have experience with SDTM and SEND formatted data and experience with loading CDISC formatted data into the JANUS database. The project will require contractor to work closely with FDA IT employees and thus must have a record of working effectively in a team environment. The FDA anticipates this project lasting for six months from September 30, 2007 to March 30, 2008. The Contractor shall obtain FDA security clearance prior to beginning work. Contractor shall sign a confidentiality agreement prior to beginning work under this contract. Contractor will work on-site and/or at a remote location to perform the work. The FDA will also provide appropriate equipment and IT access to complete the project. Evaluation/award will be based on the quote that offers the best value to the government. Please also include information and specifications on the items quoted. All responsible sources that can provide and meet the above requirements shall submit written quotations by the due date referenced above. All quotes shall include price(s); FOB point; a poc (name and telephone number); GSA contract number if applicable; delivery date; business size; and payment terms.
