- The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD), has a requirement to procure the services of Dr. Ningping Feng of Rockville, MD. Dr. Feng has worked on gene targeting of NRG3 in a transgenic model, and identification and characterization of candidate genes for complex disorders. In order to achieve the goal of elucidating the prevalence of melanocortin 3 receptor mutations in African American and Hispanic overweight and non-overweight children, to construct two mouse ?knock-in? models of human MC3R function, the contractor shall perform the following tasks: (1) carry out in vitro studies to understand the mechanism that explains why mutations in the melanocortin 3 receptor alter function. (2) perform protein biochemistry procedures (3) maintain laboratory animals for metabolic collection of urine and blood samples; dissect mice and rodents for tissue isolation (4) perform protein expression studies using E.coli and baculovirus expression systems (5) perform purification and measurement of nucleic acids (6) perform computer searches of DNA sequences and analyze them for restriction sites, homology with other sequences, secondary structure; (7)obtain cDNA fragments by PCR, or restriction of clone DNA, or screening of cDNA libraries and clones them into appropriate conventional or specialty design vectors;(8) maintain cell cultures from cell lines or cells prepared by enzymatic digestion of tissues. Perform transfection of DNA constructs into cells and measure gene expression (9) measure activity of signal transduction pathways and other aspects of cell function such as hormone secretion in cell cultures under basal and hormonal stimulation Dr. Feng has postdoctoral experience in nutritional biochemistry, lipid metabolism, and molecular biology. Dr. Feng has multiple publications in obesity science, including studies on melanocortin 3 receptor. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIH-NICHD-07-455 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due seven (7) days after the release of the RFQ.
