Description
The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) is soliciting proposals to secure an experienced and highly motivated Gas Turbine Engine NDI consultant who will provide technical support to the FAA Continued Airworthiness of Aircraft Engines research program. The consultant shall provide expert consultation in the NDI and materials science, including titanium and super alloy melting and processing, ultrasonic inspection, phased array inspection, thermal sonic imaging, eddy current inspection, fluorescent penetrant inspection (FPI), composite materials, and fracture mechanics of aircraft engine critical rotating parts. This is a totally Small Business Set-Aside Procurement. The North American Industry Classification System (NAICS) code for this requirement is 541690. The size standard is $6.5. The Technical evaluation will be based on three (3) factors: (1) Technical Knowledge; (2) Skills; and (3) Key Personnel/Performance Competencies. Offerors will be required to submit separate technical and cost proposals for consideration. The Government intends to evaluate and award one contract for one Consultant in response to this SIR to the responsive, responsible, technically acceptable, lowest-priced offer. An offer MUST be found Technically acceptable in ALL technical evaluation criteria to be consider for award. The technical evaluation team will determine if the technical proposal meets all stated criteria. The evaluation of price proposals will consider the total price for Year 1 through Option Years 2- 5. A submittal in response to this SIR should contain the offeror's best terms from a technical and pricing standpoint. It is the responsibility of the Offeror to provide all information requested and to fully demonstrate, document and substantiate all information provided in their technical proposal. Interested parties responding to this Solicitation are directed to the attached SIR (SF-33 Cover Sheet - page 1, and pages 2 through 32, and 3 Attachments). All questions /inquires must be provided in writing to Anna M. Marinaro at anna.marinaro@faa.gov, not later than September 4, 2007 by 10:00 A.M., local time. Proposals are due no later than September 10, 2007, at 2:00 P.M., local time. This SIR does not commit or obligate the Government. ***Offerors are cautioned to review the SIR all Attachments. Offerors are also put on notice that any amendment(s) issued to this solicitation will be published at http://www.asu.faa.gov/faaco under current announcements for the William J.
