Description
THIS IS AN ADDITIONAL PRE-SOLICITATION ANNOUNCEMENT FOR THE PROPOSED ACQUISITION. THE PURPOSE OF THIS ANNOUNCEMENT IS TO PUBLICIZE THE SCHEDULED PRE-PROPOSAL CONFERENCE AND ISSUE A DRAFT REQUEST PROPOSAL (RFP) FOR INDUSTRY COMMENT. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE FOR THIS PROJECT IS 561110. The Department of Veterans Affairs (DVA) is issuing a DRAFT RFP for the purpose of soliciting industry comment, questions, and feedback regarding the possible award of an Indefinite Delivery, Requirements type contract to an offeror able to provide a full range of management services necessary to satisfy DVA Facility Move Services requirements and provide all resources necessary to accomplish the deliverables described in the Performance Work Statement (PWS). We ask that potential offerors, and others experienced in the requirements contained in the DRAFT RFP, request an electronic copy of the RFP in order to review the draft requirements and provide recommendations and suggestions to the Contracting Officer. This DRAFT RFP may be requested via email from the Contracting Officer listed below in this announcement. We also request industry provide written comments on the current intention to set-aside this potential contract for Service-disabled, Veteran-owned, Small Business (SDVOSB) firms. If you have any input on the feasibility of a SDVOSB set-aside for this procurement, please provide your comments and rationale. The DVA has now scheduled a Pre-Solicitation Conference for 1:00 P.M. (Eastern Daylight Time), on September 12, 2007. This pre-solicitation conference will be held at the Department of Veterans Affairs facility, located at 810 Vermont Ave NW, Washington DC, 20005. The complete location, including the applicable room number, will be released only to those firms and individuals who confirm their attendance at the conference to the Contracting Officer in a timely manner. In order to make the necessary security arrangements, this confirmation must be received by the Contracting Officer via phone or e-mail not later that 9:00 A.M. Mountain Time (11:00 A.M. Eastern Time), on September 10th, 2007. Failure to confirm your attendance may prevent access to the facility. The DVA is not responsible for any costs associated with attendance at this conference, or any costs involved with unconfirmed parties being barred from entry. Interested firms will be invited to present their recommendations and questions to technical and contracting personnel during this conference. The DVA acquisition team will provide a briefing regarding the proposed acquisition as well as some specific points of interest regarding the solicitation. Potential offerors and other firms who cannot attend the conference, yet desire to submit written comments, suggestions, and questions, may still submit those written items directly to the Contracting Officer via email at the address below. Minutes from the Pre-solicitation Conference will be combined with comments, recommendations, and questions received from interested parties received via email, and then posted to this website as a Special Notice along with appropriate DVA responses prior to issuance of the final RFP. This requirement is being procured through the Denver Acquisition and Logistics Center, Lakewood, CO. Contracting Officer for this anticipated contract is Ray Blomquist, (303) 914-5187.
