Description
The Air Force Flight Test Center (AFFTC), Edwards AFB intends to solicit and award a sole source procurement for a Principles of Radar Electronic Protection Course for 25 individual's onsite at Edwards AFB. The Intent of Award is to Georgia Institute of Technology, 505 Tenth Street, Atlanta, GA 30332-0420. Course Description: Principles of Radar Electronic Protection; Get an overview of the fundamental concepts of electronic protection, or electronic counter-countermeasures, beginning with a description of basic electronic warfare concepts, including noise jamming, range/velocity deception, and on-board and off-board angle deception, supported by laboratory demonstration of noise and digital radio frequency memory generated electronic attack waveforms; Explore the methodology for prioritizing EA threats as well as examples of current threat EA capabilities. Examine conceptual descriptions of more than 60 EP techniques, that address both denial (noise) and deceptive (coherent) EA techniques, primarily emphasizing current EP techniques but also including legacy EP designs found in fielded systems; Explore in more detail EP regarding adaptive array processing and digital beamforming; space-time-adaptive processing; counter-DRFM techniques; counter-angle deception (inverse gain, towed decoys, terrain bounce, Cross Pol and Cross Eye) techniques; and image-domain synthetic aperture radar EP algorithms. Examine special topics including low-probability of intercept waveforms, ballistic-missile defense radar applications, EP testing and high-power microwave susceptibility; NOTE: Course is required to be accepted toward the EO/IR certificate from the Georgia Institute of Technology. Georgia Institute of Technology, 505 Tenth Street, Atlanta, GA 30332-0420 is the only known source that can satisfy the requirements of the Government at this time. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the items listed above. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 4 September 07, a Sole Source purchase order will be pursued with Georgia Institute of Technology, 505 Tenth Street, Atlanta, GA 30332-0420.
