- This is a notice of intent that WR-ALC anticipates issuing a Firm Fixed Price Contract for a routine acquisition of supplies or services to satisfy a Foreign Military Sales (FMS) requirement. This procurement is for a quantity of 5 Each of the Analyzer, Spectrum, NSN: 6625-01-433-0182RH, P/N: 8563EC-104. The end item for this equipment is applicable to the C-130, C-140, C-141, F-15, F-16, F-4 Aircrafts. Size/Dimension is as follows: Height: 163.0 Millimete; Width: 325.0 Millimete; Depth: 427.0 Millimete; and Pounds: 44.0 Pounds. Tech Order: 33A1-13-658-1. Form/Function: The Agilent, 8563EC portable, color display microwave spectrum analyzer offers the measurement capability and performance previously found in larger, more expensive benchtop analyzers. This analyzer has a standard frequency range of 9 kHz to 26.5 GHz (pre-elected from 2.75 GHz to 26.5 GHz), with optional low-end frequency coverage to 30 Hz. The 8563EC combines outstanding phase noise, sensitivity, 1 Hz resolution bandwidths, synthesized tuning and wide dynamic range in a package built to withstand environmental conditions. Option 104 is delete HP85620A mass memory module. Predominant Material of Manufacture: Electronic. SOLICITATION WILL BE ISSUED 15 DAYS FROM THIS NOTICE. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested person(s) may identify their interest and capability to respond to the requirement or submit proposals. Only one source is ?AGILENT TECHNOLOGIES, INCORPORATED? (CAGE Code: 1LQK8). This notice of intent is NOT a request for competitive proposals. However, all proposals received within the 30 days after issuance of solicitation, or 45 days after the publication date of this synopsis will be considered. The approximate RFQ issue date will be 13 September 2007 with the approximate response date of 12 October 2007. Specifications, plans, or drawings related to this procurement are incomplete or not available and cannot be furnished by the Government. OMBUDSMAN: All potential offeror(s) should contact the Buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If the Contracting Officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
