Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requirement is being advertised unrestricted, clauses and provisions are current through FAC 05-019. The statement of work is as follows:Statement of Work 1. General: This Statement of Work (SOW), describes the requirements and schedules for overhaul of the Part Number 13090 Rate Gyro Assembly. 2. Contractor Qualifications: The contractor shall be certified to Federal Aviation Administration (FAA) requirement for Class I, II, III and IV Instrument repair facility. The FAA certified repair station number shall be provided to the Government with the proposal. The contractor shall have at least 2 years experience in the overhaul of miniature, liquid damper filled gyroscope motors for aircraft instrumentation and control. 3. Work Requirements: The contractor shall completely overhaul Part Number 13090 Rate Gyro Assemblies. Unserviceable assemblies will be shipped to the contractor per the Delivery Schedule complete. Upon receipt at the contractors facility, the contract or shall overhaul and certify the rate gyro assembly as serviceable. Rate Gyro Assembly overhaul shall include the complete rebuild of the motor assembly in accordance with DMWR 11-6605-301 or the OEMs equivalent process. Repaired rate gyro assemblies sh all be returned to the MO-AVCRAD accompanied by its individual test data sheet and certification that the rate gyro assembly is serviceable. 4. Delivery Schedule to the Contract: The Government shall provide a minimum of twenty five (25) Rate Gyro Assemblies per month for repair. The contractor may request additional assemblies be shipped if production permits, however, the annual quantity s hall not exceed 121 total assemblies repaired. 5. Repair Schedule: Rate Gyro Assemblies received by the contractor shall be repaired within 90 days of receipt. It is expected a quantity of not less than 20 assemblies shall be repaired within 60 days. The repair schedule does not include the shippin g time. The contractor may ship a maximum quantity of twenty-five (25) repaired gyro assemblies in any month back to the MO-AVCRAD. 6. Non-repairable Assets: Non-repairable rate gyro assemblies shall be reported to the government. The anticipated rate of non-repairable assemblies is 25-30 percent and should be returned to the Government describing the conditions that made the unit no n-repairable. 7. Inspection and Test: All rate gyro assemblies shall be tested in accordance with DMWR 11-6605-301 or the OEMs equivalent test. Contractor developed final performance check will be subject to the Governments approval. This shall be a best value source selection in accordance with the following provision: 52.212-2 Evaluation - Commercial Item (a) The government will award a contract resulting from this solicitation to the responsible offeror whose offer confor ming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluater offers. 1. Proposal must identify the contractors ability to perform the work required under the statement of work. Pr ovide information related to experience and knowledge of work to be performed. Past performance of similar work. 2. Technical capability of the offeror to accomplish the work. Facility, manpower. 3. Competitive pricing. Technical and past performance, when combined are significantly more important than price in determing the best value. The government intends to award without discussion unless the contracting officer determines it to be necessar y. Trade-off factors include-price and number of completed gyros.
