Description

Please note that this may be extended further if necessary.***** With this announcement, the US Army Corps of Engineers, New England District issues a pre-solicit ation notice for an Environmental Planning and Consulting Services Contract for Various Projects Located throughout the Northeastern United States and Ad jacent Waters. The location of services to be performed under this contract shall be primarily in the Northeastern United States and adjacent coastal waters in the area currently covered by the US, Army Corps North Atlantic Divisions (NADs) civil and mi litary works boundary. Work anticipated to be performed under this contract includes but is no t limited to field sampling and analysis efforts in both riverine and coastal environments; field studies, marine sediment testing, water quality monitoring, and plume tracking associated with navigational and Superfund remediation activities; oceanogr aphic monitoring surveys in support of Environmental Impact Statement (EIS) dredged material disposal site designation; preparation of Sampling and Analysis Plans (S AP) and Quality Assurance Project Plans (QAPP) according to Corps and Environmental Protec tion Agency (EPA) reporting and formatting requirements; identification of plants, fish and wildlife, and benthic infauna from the marine, terrestrial, and freshwater environments; water quality, sediment chemistry, bioassay, and bioaccumulation analys es; rendering of expert opinions (written and oral); reliable expert witnessing in regulatory, legal and scientific settings; preparation of Environmental Reports includ ing EISs, Environmental Assessments (EA), Statements of Findings (SOF), 404 (b) (1 ) Evaluations, and Statements of Compliance; preparation of Dredge Material Management Plans (DMMP) to identify alternatives to open water disposal; preparation of water qual ity inventories and reports to include sediment contamination, computer models an d/or geographic information systems (GIS) to describe existing environmental conditions and potential environmental impacts of proposed projects; performance of remedial site investigation/feasibility study (RI/FS) work for sites in an area where there is evidence of an uncontrolled release of a hazardous substance; environmental monitoring studies, such as sediment and water quality analysis or RI/FS work, to determine the sta te of environmental contaminants at Superfund and other hazardous, toxic, and ra dioactive waste (HTRW) sites; undertaking of specific field and/or laboratory studies to answer resource and impact questions; preparation of Corps approved SAPs for the conduc t of environmental studies; collection of sediment samples using grabs, sedimen t coring devices (vibracore) and other methods as may be necessary to acquire required volumes to undergo chemical, physical, and biological analysis and present results in a su mmary format. The Classification Code for this procurement is North American I ndustry Classification System (NAICS) 541690 with a size standard of $6,500,000. The solicitation will be issued as a total small business set-aside. Work is anticipated to begin in March 2008. The Government intends to award a Firm-Fixed Price Indefinite Delivery - Indefinite Quantity contract with one base year and four option years. Work will be performed on a task order basis. The contract ceiling amount will be $15,000,000.00. The Request for Proposal and amendments, if issued, will only be available on-line. Interested vendors can download the solicitation via the Federal Business Opportunities (FBO) website (www.fbo.gov). The solicitation will be available on the Internet on or about 25 September 2007. The due date for proposals will be stated in the solicitation. Requests for solicitation documents by telephone, fax, or e-mail will not be honored. The Government i ntends to make award to the offeror that represents the best value to the Government, price and non-price factors considered. Instructions and evaluation factors will be provided in the solicitation. All r esponsible small businesses may submit a p roposal for consideration.
