Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.5 Simplified Acquisition Procedures Test Program. This solicitation document and incorporated provisions and clauses a re those in effect through Federal Acquisition Circular 2005-17. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation shall not be issued. This combined synopsis/solicitation serves as the request for q uotes for the following three CLINs: CLIN 0001: 4 (each) Mobile Instrumentation Support Van (MISV) consisting of the following specifications: The vehicle shall be a 4WD standard enclosed type vehicles, Ford van E Series LWB and Supervan or equal with e xtended top, under full manufacturers warranty. The vehicle shall be supplied with complete two (2) sets of manufacturers specifications, and operator and service manuals on all parts of the vehicle and the vehicle themselves. Two (2) sets of keys shall be delivered with the vehicle. The vehicles shall at a minimum have a wheel base of 138 inches. The Engine shall be 6.0 liter diesel engine with a minimum displacement of 415 cubic inches. The drive train shall be four wheel drive, with automatic front l ocking hubs. The wheels and tires shall be 16 inch, all terrain, steel belted radial, type 235/85RX16E or equivalent. The chassis gross vehicle weight rating (GVWR) shall minimally be 9,400 pounds. The minimum payload capacity shall be 3,590 pounds (162 8 kg.) minimum. The vehicle shall have heavy duty shock absorbers on the front and rear. The alternator shall be single serpentine belt driven, with a minimum of 130 amps. The transmission shall be heavy duty automatic with three forward speeds plus overd rive, and one reverse gear minimum. The steering shall be power assist with tilt wheel/ cruise control and front stabilizer bar. The brakes shall be heavy duty, power assisted; 4 wheel ABS, 4 wheel disk. The fuel tank capacity shall be a minimum of 27 US g allons. The vehicle shall have an electronic ignition system. The vehicle shall have a high capacity air conditioner in front. There shall be no more than seven (7) windows on each van. The front, drivers and passengers door glass shall be tinted; all other windows shall be blocked in such a way as to keep out external light. The drivers door and passenger door shall have factory installed power windows and door locks with the master control located on the right side panel behind the side door, and a control for each window in the actual door panel where it is located. The illuminated instrument cluster shall consist of the following gauges at a minimum: Speedometer, Odometer, Fuel level, Voltmeter, Ammeter, and Engine oil pressure. The lights shal l minimally include a headlight ON warning lamp, under hood lamp, courtesy lights for all doors, and each courtesy lights shall have on/off switches located on it. The windshield wipers shall be intermittent with a windshield washer, and its capacity sha ll be a minimum of 70 fluid ounces (4.9 L). All doors shall be power locked and keyed alike where practical. The vehicles shall have cruise (speed) control and adjustable tilt steering wheel. The Government shall provide a sample of paint for vendor matc hing and finish, and the vehicle shall be exterior finish shall match the sample provided. The van top shall be an extended Viking Sport Top or equal and shall not have any windows. The vehicle shall have a heavy duty ladder capable of supporting 400 lbs (181kg) and shall be attached to the left rear door to allow access to the roof. The floors shall be raised to allow hard packed fiberglass insulation to be installed between the factory metal floor in the operations area and the 1/2 (12.5mm) plywood su b floor. The van subfloor shall be covered with ? (12.5mm) plywood. The plywood shall be covered with 1/8 (3mm) commercial grade rubber floor matting, FLEXC O Microflex MRS-280 or equivalent. Custom Structural drilled and tapped steel plates shall be installed as required in the floors to provide ridged support for equipment racks. The vans shall be completely insulated with industry standard hard packed comm ercial insulation in the interior floor, sides, and roof. The interior walls shall consist of 3/8 plywood which shall cover the insulation. The carpet shall be gray in color, closed loop, static resistant and commercial grade, glued to the plywood. The ceiling shall be constructed in such a way as to cover the hard packed insulation. The covering shall be gray in color, closed loop; static resistant commercial grade carpet shall cover the ceiling interior. The van body shall be undercoated for durabili ty. All areas of the vehicle body subject to the entrance of dust and water shall be sealed with a long-life flexible sealant. The towing package shall include a 3.55 ratio differential, a heavy duty turn signal flasher, a heavy duty, large capacity radi ator, dual heavy duty batteries, heavy duty front and rear springs, front and rear stabilizer bars, a 2 tow hitch with receiver and 2 ball. The bumpers shall be OEM type. The vehicle shall have 1/16 (1.5mm) steel skid plates protecting the engine oil p an, transmission and gasoline tanks. The front and rear axles shall be reinforced to prevent damage due to operation in rough off-road terrain at maximum gross vehicle weight. The vehicle shall have an external roof air conditioner/heater modified with ho t gas by-pass valve mounted on the roof of the van. The hot gas by-pass modification provided shall eliminate loading as a result of a locked rotor compressor startup during normal operation. The unit shall conform to the following minimum specifications: a 15,000 BTU cooling capacity, a 5,600 BTU heating capacity, a 300CFM (while cooling) air flow rate, the unit shall not draw more than 17 amps at any time, the unit shall not exceed 110 pounds (50 kg) installed, the unit shall not be over 9 3/4 (247mm) in height, 28 (711mm) in width and 42 (1067mm) in length, and the unit shall operate on 120VAC/60Hz/ Single phase. Electrical power shall be provided with the van using a towed generator providing 120VAC/60Hz. Two 3 prong male twist lock marine grade ch rome plated brass connector with screw on covers boxes, with covers shall be mounted flush in the lower right rear curb side wall of the vehicle. The plugs shall be wired into the circuit breaker panel and be capable of a 30 amp load at 120VAC. A 50 foot [15m] power cord with a marine grade 3 prong female twist lock mating plug on one end and a regular 3 prong male connector on the other shall be provided. The plug and receptacle shall incorporate a sensor system that shall trip an alarm if the plug is le ft in place and the vehicle is placed in any gear except park and neutral. A power inlet changeover switch shall be installed and wired into the power system. This switch shall to be able to be switched manually to either the generator power output or to the external AC power, provided by an external AC source through the 50 foot [15m] power cable. The switch shall have an indicator to show what position it is in. One aluminum lockable blank interconnect panels shall be mounted flush on the vehicle to pro vide interfaces between antennas and internal equipment cabling. The panels shall be approximately 12 inches [305 mm] long and 12 inches [305 mm] high. The panels shall extend through the interior wall and shall be flush with the wall. The panel shall be l ocated in the center road side wall behind instrumentation racks with final location to be specified by the end user. Two seats shall be provided consisting of driver and passenger seats. Seats shall conform to the following specifications: All seat fabric shall be heavy duty, wear tested, soil resistant cloth, Seat color shall be gray and shall be color coordinated with the carpet, a limited amount of vinyl mate rial shall be acceptable on the sides, front and rear of the seat, the seat chairs shall be able to slide forward a minimum of six inches with equally spaced dented stop positions, the driver and front passenger seat shall be installed in their original po sitions, the passenger seat shall be swivel mounted to conform to slop in passenger floor. One ? length roof deck shall be constructed on the roof of the vehicle above the extended top. The deck shall be constructed of a non-skid aluminum surface with a 1 aluminum rail completely surrounding the deck. The rail shall be attached 6 above the deck floor. The deck shall extend ? the width of the vehicle top, and shall be mounted to the metal body of the vehicle for support and grounding purposes. The de ck shall have a minimum clearance of 4 above the extended van top, and shall be level with the vehicle floor. The deck shall be mounted on the top of the vehicle roof, starting at the mid roof line and shall extend rearward top the rear edge of the roof. The deck shall be capable of supporting, without any sag, a minimum of 300 pounds of weight at any location on the deck. A GSA approve two drawer field safe shall be installed and attached to the vehicle frame. The location of the field safe shall be f inalized during the initial coordination meeting. The contractor shall coordinate within 2 business days ARO, the date, time and location for a Post award Conference. This coordination shall be made by the contractor, with the COR and the ADATD represent atives. Monthly In-Process Review (IPR) Meetings shall be held with the COR and other ADATD representatives at the contractors site. The final acceptance test in accordance with the PWS shall be conducted on all vehicles by the COR and other ADATD repre sentatives upon delivery of the vehicles to Fort Bliss, Texas. The contractor shall notify the COR a minimum of 10 business days prior to the delivery of the vehicles to the ADATD. All completed vehicles shall be delivered to ADATD within 90 days ARO. The contractor shall deliver the MISV FOB Destination. CLIN 0002: (Training) The contractor shall provide a 1 day on-site operations seminar on equipment for 5 people, at Ft. Bliss, Texas, to be established by the COR and other ADATD representatives. The G overnment shall notify the contractor minimally 30 days prior to the training date. CLIN 0003: (Maintenance) The contractor shall be available to come to Ft. Bliss to repair equipment defects within 12 hours of notification for a period of one year. Th is date will be established upon the completion of the Government acceptance of all vehicles. The basis for award is technically acceptable lowest offer. The Government will make a single award based on this announcement which will be based on all or nothi ng. The NAICS code is 336211 with a size standard of 1000 employees. Each response received shall be used at the sole discretion of the Government to determine if it meets the business requirements; however only quotes received by the date outlined in thi s solicitation shall be considered. All respondents shall be registered in the Central Contractor Registration (CCR), have a valid DUNS number, Cage Code, and Tax Identification Number. Provisions at FAR 52.212-1, Instructions to Offers-Commercial and FAR 52.212-4, Contract Terms and Conditions-Commercial Items apply to this acquisition. Offerors need to include a complete copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with their quote. The clause at 52.2 12-5, Contract Terms and Conditions required to implement Statues of Executive Orders-Commercial Items, applies to this acquisition.
