Description
There is no solicitation. The United States Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has plans to award using other than full and open competition to Perkinelmer LAS Inc. of Sheldon Connecticut for the following item: Automated Liquid Handling System (LHS) for the Abernathy Fish Technology Center in Longview Washington. The system provided by Perkinelmer LAS Inc. is the only unit identified that meets all of the following needs: The LHS must be able to use 96 channels at a time to replicate plates of DNA and mix reactions for high-throughput genotyping. The pipetting deck must allow placement of at least twelve microtitre plates at one time to facilitate complex mixing protocols between several mother and daughter plates. Channels must be able to accurately dispense volumes down to 1?L. In addition to the 96-channel arm, the LHS must include an arm that uses a single channel at a time for setting up reaction master mixes and for cherry picking. Specifically it must be able to move a single channel independently along the z-axis and aspirate and dispense from that channel. All channels must be accurate along the x-axis and y-axis to within +0.25mm to allow for pipetting into 384-well plates. The LHS be configurable to enable both disposable tips and fixed washable tips to be used on a single channel. Switching from disposable tips to fixed washable tips should be achievable within a protocol. Multiple disposable tip sizes should be compatible on single channel including 10?L, 20?L, 200?L, and 1000?L tips. The LHS must be expandable to meet future genotyping needs. First, options for the addition of a 384-channel head should be available, and it must be possible to switch between 96-channel and 384-channel heads within a protocol. Second, integration with tools required for DNA extraction techniques, including shakers, incubators, magnetic stirrers, should be available from the vendor. Perkinelmer LAS Inc. of Sheldon Connecticut is the only known vendor that supplies an automated liquid handling system with all of the above mentioned features. The Service intends to award Sole Source to Perkinelmer LAS Inc. of Sheldon Connecticut. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1.
