Description
HOGEN 20 Hydrogen Generator and Peripherals The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with Distributed Energy Systems (Proton Energy Systems, Inc.). This non-competitive action is being issued by GovWorks under the authority of the Department of the Interior Franchise Fund on behalf of the National Weather Service (NWS). This action is being processed in accordance with FAR 8.405-6 (b)(1), and FAR 13.302-1. The Government has a requirement for HOGEN 20 hydrogen generator system, along with associated storage tanks (with all necessary valves and fittings), DI Water filtration system (with all necessary valves and fittings), electrical surge/over and under voltage protection, spare parts and consumables, on-site training and documentation. This system, with exceptions relating to site requirements and installation, will be identical to those used operationally at NWS supported Upper Air Sites in the Caribbean and Pacific Region. The NWS requires this system at the Sterling Field Support Center (SFSC) to provide technical and maintenance support to those sites. In addition, it will be used operationally for the SFSC Upper Air Test program. Delivery of this system shall take place within 120 days after contract award. The contractor will be responsible for shipment to final destinations; as well as, training after the system is installed at its final destination. The installation is to take place at the upper-air inflation building site at the SFSC. The Hydrogen generator must have inherent process pressure system so as to eliminate the need for mechanical compressors and compressor motors to maintain a nominal delivery pressure of 200 psi. It must not make use of hazardous materials, such as potassium hydroxide or asbestos, preferred method of generation is through electrolysis. Storage tanks must be ASME certified and sufficiently large enough to handle 10 balloon launches (with approximately 100 standard cubic feet of hydrogen per balloon) without regeneration hydrogen. Additionally, storage tanks must provide for fail-over in case of tank containment failure, allowing for partial storage potential to be lost. The hydrogen generator must provide re-production rate of no less than 20 SCF/hr. System must be intrinsically safe for indoor operations and meet MFPA 69 and EN1127-1, clause 6.2. The system must be capable of remote operational monitoring and data logging of the system parameters. The anticipated award date is September 11, 2007. All information received will be considered by the Government. A determination by the Government not to compete this action based in this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
