Description
THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Additionally, this announcement in no way commits the Government to issue a solicitation. The requested information is to assist the United States Navy in conducting Market Research of Industry to determine potential small business contractors who have the assets, skills, experience, qualifications and knowledge required to support the above requirements. This requirement is subject to change and the information provided below is for informational purposes only. The final requirement, if any, would be defined under a formal Request for Proposal which would be announced on FedBizOps. The Naval Air Systems Command, Patuxent River, Maryland, Program Office, PMA-273, is seeking firms capable of providing maintenance and logistics support requirements for the T-45 Training System (T-45TS) Contractor Logistics Support (CLS) effort. The T-45TS is a fully integrated training system used for training officers in the Undergraduate Jet Pilot Training (UJPT) Program, the officers in the Undergraduate Military Flight Officer (UMFO) Program, as well as Instructors Under Training (IUT) who will conduct training for the officers assigned to the UJPT and the Naval Flight Officer (NFO)/UMFO programs. The North American Industry Classification System (NAICS) code applicable to this requirement is 488190, Other Support Activities for Air Transportation, with a size standard of $6.5M. The Solicitation number is N00019-07-D-0062. The T-45 ?Goshawk? aircraft is a derivative of the British Aerospace ?Hawk.? It has two SJU-17 Navy Aircrew Common Ejection Seats (NACES) in tandem with zero-zero capability and is powered by a single Rolls-Royce (RR) F405 turbofan engine. The airframe is constructed primarily of aluminum with a conventional frame/stringer/stiffener structure with moderately swept wings. The aircraft has been modified to make it carrier capable. The number of aircraft for planning purposes are approximately 87 aircraft at NAS Meridian, MS, approximately 93 aircraft at NAS Kingsville, TX, and approximately 9 aircraft at NAS Pensacola, FL. Additionally, approximately 10 aircraft will be added to the total inventory in FY11 thru FY12. The total flight hours are estimated at 87,000 per year. The prospective Aircraft CLS Contractor shall perform all organizational (O-Level) and non-engine intermediate (I-Level) and depot level (D-Level) scheduled and unscheduled maintenance IAW applicable technical manuals, instructions and Maintenance Requirement Cards (MRC?s) in order to meet the system support performance requirements. They shall also operate, support and maintain the aircraft IAW applicable publications listed on the GOSNET web site, the Naval Aviation Maintenance Program (NAMP), and other applicable publications and instructions. Another responsibility of the prospective Aircraft CLS Contractor is to provide Contract FCF (Functional Check Flights) Pilots to perform all assigned FCFs, and any necessary FCF re-flights. The pilots are required to perform ferry flights, aircraft recoveries to fly repaired aircraft back to their home base location, and evacuation flights in the event of severe weather. The pilots shall also perform FCFs IAW the procedures contained in the NATOPS Flight Manuals, NAVAIRINST 3710.1 series, CNAFINST 3710.7 series, CNAFINST 4790.2 series, all local Flight Operation Procedures (FOP), and Functional Checkflight Checklist A1-T-45AB-NFM-700. It is requested that interested businesses submit to the contracting office a brief capability statement package demonstrating ability to perform the effort described above. Please include in your response a short statement of your company?s ability/history with this type, size, and complexity of effort; point of contact information (name, telephone number, email address) of a company representative; company business size; and company address. The total capability submission should be no more than ten (10) pages. This request is for informational purposes only. The Government does not intend, nor is under any obligation, to provide responses or comments on the requested capability statement package.
