- This is a Request for Information (RFI). The Naval Research Laboratory (NRL) Advanced Information Technology Branch (AIT) is requesting information on algorithms, models and simulations that will aide in the transformation from traditional to irregular warfare, to include those that encompass the "soft power" aspects of warfare such as strategic communications, information operations, and enabling partner-allies. To support this transition there is a need to develop the requisite understanding, the analysis methods and approaches, and a suite of supporting models and tools that will assist in short and long term decision making. The algorithms, models and simulations necessary will encompass a wide range of needs for decision making within the Global battlespace. Models and simulations that address such diverse areas as societal and individual implications of actions in the diplomatic, information, and economic spheres of action, the effectiveness of military "soft power" actions such as humanitarian assistance and training, and incorporation of real time data and information to provide a comprehensive view of the existing and potentially predicted situational environment in the area of interest are all appropriate topics. The AIT is interested in algorithms, models and simulations that have well defined inputs and outputs as well as interfaces that can be linked to other models and simulations to create comprehensive view of the battlespace. The response to this RFI is not limited to individual models and simulations. The algorithm, model and or simulation model may contain constructive analytical simulation as well as human-in-the-loop tools that are useful in a stand-alone mode or, in addition, might support or adjudicate wargames or other analytical simulations. Any simulation that satisfies the required needs regardless of whether it includes partial or all the elements of interest cited above should provide a submission to this RFI. The algorithms, models and simulations should be well documented and adaptable to the validation and verification process. In the case of software, please differentiate between models and simulations that are now available as commercially supported products; and software that is currently either under development, or projected for future efforts. Also clearly indicate whether the models/simulations are government owned, open source, or proprietary. Finally, the responders may optionally indicate the scope of any outside user base for their software. For example, does a user group exist, how many agencies currently using your software, and/or what is the approximate number of user systems that are currently supported? All corporate and proprietary information should be so marked and will be fully protected to the extent allowed. This RFI is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisitions. White papers should be submitted within 30 days of the publication date of this RFI. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. This RFI does not constitute the solicitation of proposals. Responders to this RFI may be requested to provide additional details/information based on their initial submittals.
