- Description: The Bureau of the Public Debt on behalf of the Department of Homeland Security, Office of Denton Investigations, is assessing the market to gain information about the procurement of a motion to motion surveillance system. This notice is not a solicitation, but an inquiry regarding the capabilities of surveillance systems providers and a request for information from offerors who are willing and capable of providing a presentation regarding surveillance system capabilities. We are seeking information from, and will invite, potential vendors to respond to this Request for Information. Department of Homeland Security Background The Department of Homeland Security is responsible for assessing the nation's vulnerabilities. It takes the lead in evaluating vulnerabilities and coordinating with other federal, state, local, and private entities to ensure the most effective response. The collection, protection, evaluation and dissemination of information to the American public, state and local governments and the private sector is central to this task. The Department of Homeland Security merges under one roof the capability to anticipate, preempt and deter threats to the homeland whenever possible, and the ability to respond quickly when such threats do materialize. Homeland Security harnesses our nation's scientific and technological resources to provide Federal, state, and local officials with the technology and capabilities to protect the homeland. One area of focus for the Department is catastrophic terrorism--threats to the security of our homeland that could result in large-scale loss of life and major economic impact. Research is designed to counter threats to the homeland, both by evolutionary improvements to current capabilities and development of revolutionary, new capabilities. XOA Surveillance Sytem The XOA is a versatile, portable, multi use, manned, or unmanned video surveillance system. The XOA surveillance system captures real-time evidence from up to four cameras, operating remotely or on-site. By saving the images directly to removable media, XOA preserves the chain custody regarding the original source of the evidence. The items needed are listed below: 1. XOA-Data Control Center (weather resistant), 4 camera operation, digital, removable media, mpeg4, mpeg4 alarm event recorder, 7? touch screen LCD monitor, motion to motion detection, 110VAC power supply, 12VDC auxiliary input cable, carrying case, paper and electronic operation manuals. 2. XOA-PTZ Color to near infrared pan-tilt zoom camera platform, 25 x optical zoom + 12 digital zoom + 300x total, image stabilization/auto-manual focus. 3. XOA-DNIS Two-day/night imaging system, Color for day use with auto switch to near infrared (NIR) for night operation. 25x optical + 12x digital = 300x zoom lens. Milled aluminum housing with optically cleared tempered viewing port. Nitrogen encased for corrosion resistance. LM-25cc 25? camera connection cable shall be included. 4. XOA-C-FF Two color FF camera platforms (fixed focus length/ 4.3mm lens/ 25? connection cable). 5. XOA-BW-FF Two B&W FF camera platforms (fixed focal length/ 4.3mm lens / 25? connection cable). 6. Cell-Com Duel Mode, 802.11G and cellular REV A cellular modem communication pack (Environmentally sealed). 7. XOA-25AXCC 25? Connection for auxiliary camera. 12VDC supplied to cameral via two-pin molex with mate, video via BNC connection. 8. XOA-50CC-LM-DNIS Camera Connection Cable 50? 9. Shipping Insurance. Please provide your company?s capabilities, line of equipment, and business size with Duns number. Please ensure equipment has motion-to-motion capabilities. Your response should be sent to PSB3@bpd.treas.gov no later than 2:00 PM on September 6, 2007. In your response, please reference RFI-FIG-07-0027 in the subject line. Please notice that this information is being requested for information and planning purposes only. This notice is not a solicitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The Government will not reimburse any costs for providing information, documentation, or data submitted or preparation costs for submittals in response to this RFI. The Government does not intend to award a contract based on the information provided or otherwise pay for the information requested. No reimbursements for presentations at the Department of Homeland Security office are authorized. No additional information is requested at this time. Dependent upon the results of this market research, the Bureau of Public Debt may subsequently issue a solicitation to acquire the appropriate services. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading.
