- Laser Doppler Velocimeter The U.S. Environmental Protection Agency (EPA), Ecosystems Research Division (ERD), 960 College Station Road, Athens, GA 30605 intends to award a fixed-priced purchase order for a Laser Doppler Velocimeter. The intent of this solicitation is to procure one Laser Doppler Velocimeter meeting the minimum technical requirements specified. EPA requires a Laser Doppler Velocimeter for measuring three components of water velocity in turbulent flows in bench-scale flumes and wave tanks. The typical tank is expected to have glass, plastic or metal sides with water depths of 25 cm in 50 cm wide tanks. Velocities are expected to be on the order of 1 m/s with the potential of irregular and breaking wave trains. The research requiring this instrument seeks to determine the effects of turbulence and wave action on the action of chemical dispersing agents applied to oil slicks. Determination of velocities will be made without the presence of the oil slicks and chemically-dispersed oils to eliminate measurement interference. The experiments will be performed on brakish and salt waters using and artificial sea salt mixture. Required Items/capabilities: ? Ability to measure continuously fluctuating velocities in three orthogonal directions ? Sufficient ruggedness to move system from one laboratory to another ? Accurate positioning and mounting hardware to measure velocities in 1 cubic millimeter or less ? Instruction manuals ? Computer with windows operating system for operating velocimeter with all necessary peripherals (monitor, keyboard, mouse, cables, etc). ? CD drive and USB ports ? Computer controlled traversing system to allow measurement across the channels ? Computer controlled data acquisition and processing system and software ? 110 or 200 single phase power ? Section 508 Compliance data for software & hardware Complete installation and set-up with initial end-user training. The NAICS code for this procurement is 334516, size standard: 500 employees. The acquisition is unrestricted in regards to business size. Anticipated award date is September 27, 2007. All items shall be delivered to US EPA ERD, 960 College Station Road, Athens, GA within 60 days after receipt of order, FOB Destination. The solicitation will be issued pursuant to Federal Acquisition Regulation (FAR) Part 12, Commercial Items and Part 13, Simplified Acquisition Procedures. Interested contractors must be registered in CCR and ORCA. Award will be based on lowest price, technically acceptable product. Only one invoice will be accepted and paid for the total amount upon receipt and acceptance of the product and completion of training.
